About this file

This is an Initial Evaluation Scores document for RFP 26-036-JG, Conduit Installation Services, issued by the Kissimmee Utility Authority (KUA) in Florida. The RFP solicits proposals for continuing conduit installation services across multiple concurrent locations, including furnishing and installing HDPE conduit (2" through 8"), Schedule 40 gray restrained joint conduit, inner duct placement, missile conduit installation, traffic control across various configurations, concrete and asphalt pavement work, excavation at varying depths, riser conduit installation, and meter can installation and removal services. The procurement encompasses 167 line items with evaluation quantities for pricing purposes only, and KUA reserves the right to award to single or multiple contractors on an as-needed basis. Proposals were due July 28, 2026 at 2:00 PM EST, with questions due by July 7, 2026. The contract includes a three-year base term with two optional one-year renewals. Electronic submission through VendorLink with virtual bid opening via Zoom was required, and Addendum #1 (issued July 16, 2026) modified the original RFP and required acknowledgment with bid responses.

The evaluation resulted in thirteen firms being shortlisted from the initial scoring phase, with Bellmore Enterprises ranking highest at 92.7 points, followed by Bismark Electrical Services at 82.7 points and Utilities One Inc at 80.9 points. The scoring utilized weighted evaluation criteria (A through G) with total possible points of 100. Pricing was submitted on a firm fixed-price basis using revised Exhibit A Price Sheet with two separate tabs covering unit rates for standard services and cost-plus percentage markups for materials, subcontractors, rental equipment, and hazardous-waste disposal. Prices remain firm for the first year with adjustments in renewal years subject to negotiation and KUA approval. A 100% performance bond is required within ten days of award. Contractors must hold Osceola County underground-contractor registration prior to final contract execution, and as-built documentation requires certification by a licensed Florida surveyor using NAD83 Florida State Plane East coordinates. Federal labor standards and FEMA reimbursement provisions apply if federal funding is utilized.
