About this opportunity

The Maryland Department of Transportation, Maryland Aviation Administration is soliciting bids for conversion of unused restaurant space within Baltimore/Washington International Thurgood Marshall Airport's Terminal A into additional check-in counters, belt conveyors, and Airport Ticket Office space under MAA-CO-26-011, with bids due October 2, 2026. An 18% overall MBE participation goal and a 2% VSBE subcontractor participation goal apply; bidders must document good faith efforts to meet these goals through outreach, solicitation records, and negotiation attempts with certified minority and veteran-owned firms.

The scope encompasses renovation and installation of ticketing infrastructure including check-in counters, conveyor systems, and office space configuration integrated with existing Terminal A operations while minimizing disruption to ongoing passenger services. Work must comply with applicable building codes, safety regulations, and airport standards with detailed measurements and equipment specifications established in the bid documents.

The estimated contract value is $365,000 (comprised of a $350,000 miscellaneous construction allowance and a $15,000 special systems allowance), structured as a lump-sum contract. Quality control plan allocations are required at minimum three percent of respective allowance amounts. Mobilization and demobilization shall not exceed five percent of Subtotal B, and security materials and equipment shall not exceed six percent of Subtotal C. Award will be made to the responsible bidder submitting the lowest responsive bid. Bidders must submit pricing electronically via eMMA at https://emma.maryland.gov and certify employee health care expense compliance and Maryland Commercial Nondiscrimination Policy compliance.

A mandatory site inspection is scheduled for December 30, 2025 at 1:00 p.m. (RSVP deadline December 29, 2025); a pre-bid meeting is also planned. Bidders must acknowledge receipt and incorporation of Addendum No. 1 and Addendum No. 2 into their proposals. Bids open February 10, 2026 at 1:05 p.m. The total contract cost represents maximum spending authority subject to Maryland Board of Public Works approval and fiscal year appropriations.
