About this opportunity

Collier County Board of County Commissioners Procurement Services Division is requesting bids for Collier Area Transit shelters and associated amenities under ITB 25-8571, with bids due August 17, 2026 at 3:00 PM EST and a pre-award conference on July 28, 2026 at 10:00 AM EST in Naples, Florida. A local vendor preference is available under Collier County procurement rules.

The procurement is grant-funded through Federal Transit Administration grants (Urbanized Area Formula Funding and Bus and Bus Facilities Program) and carries mandatory federal compliance requirements including Davis-Bacon prevailing wage provisions, Buy America domestic preference for steel and iron, DBE objectives under 49 CFR Part 26, and the Contract Work Hours and Safety Standards Act with liquidated damages of $10 per calendar day for violations. Contractors must maintain E-Verify enrollment and comply with federal nondiscrimination laws.

The scope spans six product categories: four bus shelter designs (Standard with Extended Roof, Standard, Slim, and Pole Shelter), each with integrated solar lighting and dual map cases; three waste containers in tiered sizes; bike racks (U-Rack surface mount); 6-foot powder-coated steel benches with intermediate armrests; accessory package combinations; and miscellaneous items including solar retrofit packages, map cases, and leaning rails. All shelters must comply with the Americans with Disabilities Act and Florida Building Code 2023, with specified wind load resistance and materials. Manufacturers must demonstrate minimum five years' experience and provide three to ten references from similar projects completed within the past five years. All shelters must be delivered fully assembled with roof and solar components within 35 weeks of purchase order issuance, accompanied by structural engineering plans, welding certificates, and product data. Manufacturers must warrant components free from defects for one year and maintain replacement part inventory for ten years.

The contract term is three years with two optional one-year renewal periods. Pricing must remain firm for the initial contract term, with future adjustments limited to 3 percent annually contingent upon Consumer Price Index data for Miami-Fort Lauderdale, budget availability, and Procurement Director approval. County departments have historically spent approximately $100,000 per fiscal year, though this may not reflect future patterns. Award will be made to the lowest responsive and responsible bidder per category; the County reserves the right to select one or more bidders, create line-item awards, or establish a quoting pool for best value.

Mandatory insurance requirements include $1,000,000 Commercial General Liability per occurrence and $2,000,000 aggregate, with Collier County named as additional insured. For contracts exceeding $200,000, a 5 percent Bid Bond is required, plus Performance and Payment Bonds equal to 100 percent of the contract award amount. Sureties must be rated A− or better by A.M. Best and authorized in Florida. All bidders must submit Vendor Declaration, Conflict of Interest Certification, Immigration Affidavit Certification (with E-Verify proof), W-9, Reference Questionnaire, grant provisions executed, proof of Florida business status, all required licenses and certifications, and signed addenda via the OpenGov bidding portal.
