About this file

This Invitation to Bid (ITB No. 25-8571) is issued by the Collier County Board of County Commissioners Procurement Services Division on behalf of the Public Transit and Neighborhood Enhancement Division for the purchase of Collier Area Transit (CAT) bus shelters and associated amenities. The solicitation seeks qualified bidders to supply shelters in four design variations (Standard Shelter with Extended Roof, Standard Shelter, Slim Shelter, and Pole Shelter with built-in seating), waste containers in three sizes, bike racks, benches with armrests, accessory packages combining multiple components, and miscellaneous items including solar lighting retrofit packages and leaning rails. A pre-award conference is scheduled for July 28, 2026, at 10:00 AM EST at the Procurement Services Division office in Naples, Florida. Bid submissions are due August 17, 2026, at 3:00 PM EST via the Collier County Procurement Services Division Online Bidding System. The contract term is three years with two optional one-year renewal periods. All shelters and components must comply with the Americans with Disabilities Act and Florida Building Code 2023 standards, with specific requirements for wind load resistance, materials, finishes, and integrated solar lighting systems where applicable.

Pricing shall remain firm for the initial contract term, with future price adjustments limited to 3 percent annually and contingent upon Consumer Price Index data for the Miami-Fort Lauderdale area, budget availability, and Procurement Director approval. Historically, County departments have spent approximately $100,000 per fiscal year on similar items, though this may not reflect future purchasing patterns. Award will be made to the lowest responsive and responsible bidder per category, with the County reserving the right to select one or more bidders, establish line-item awards, or create a quoting pool that represents the best value. All shelters must be delivered with roof assemblies fully assembled including solar components within 35 weeks of purchase order issuance, accompanied by structural engineering plans, welding certificates, and product data. Manufacturers must warrant shelter components free from defects for one year and maintain replacement part inventory for ten years following delivery. Shelter manufacturers must demonstrate a minimum of five years' experience and provide three to ten references from similar projects completed within the past five years.
