About this file

This is a technical specification document for a Type "A" transit shelter design submitted to the Collier County Board of County Commissioners Procurement Services Division in Florida for ITB 25-8571, Collier Area Transit Shelters and Amenities Purchase. The procurement solicits bids for six product categories: four bus shelter designs (Standard with Extended Roof, Standard, Slim, and Pole Shelter), waste containers in tiered sizes, U-Rack bike racks, 6-foot powder-coated steel benches with intermediate armrests, accessory package combinations, and miscellaneous items including solar retrofit packages and leaning rails. All shelters must integrate solar lighting, dual map cases, comply with the Americans with Disabilities Act and Florida Building Code 2023, and meet specified wind load resistance requirements. Manufacturers must demonstrate a minimum five years' experience and provide three to ten references from similar projects completed within the past five years. Bids are due August 17, 2026 at 3:00 PM EST, with a pre-award conference scheduled for July 28, 2026 at 10:00 AM EST in Naples, Florida. All shelters must be delivered fully assembled within 35 weeks of purchase order issuance, accompanied by structural engineering plans, welding certificates, and product data. The contract term is three years with two optional one-year renewal periods.

Pricing must remain firm for the initial contract term, with future adjustments limited to 3 percent annually contingent upon Consumer Price Index data for Miami-Fort Lauderdale and Procurement Director approval. The procurement is grant-funded through Federal Transit Administration grants (Urbanized Area Formula Funding and Bus and Bus Facilities Program) and carries mandatory federal compliance requirements including Davis-Bacon prevailing wage provisions, Buy America domestic preference for steel and iron, DBE objectives, and the Contract Work Hours and Safety Standards Act with $10 per calendar day liquidated damages for violations. County departments have historically spent approximately $100,000 per fiscal year. Award will be made to the lowest responsive and responsible bidder per category; the County reserves the right to select one or more bidders or create line-item awards. Mandatory insurance requirements include $1,000,000 Commercial General Liability per occurrence and $2,000,000 aggregate. For contracts exceeding $200,000, a 5 percent Bid Bond and Performance and Payment Bonds equal to 100 percent of the contract award amount are required. Manufacturers must warrant components free from defects for one year and maintain replacement part inventory for ten years. All bidders must submit required documentation including Vendor Declaration, Conflict of Interest Certification, Immigration Affidavit Certification with E-Verify proof, W-9, Reference Questionnaire, and signed addenda via the OpenGov bidding portal.
