About this opportunity
Burbank Water & Power Department is requesting proposals for a cloud-based Computerized Maintenance Management System (CMMS) solution replacement under RFP-BWP-2026-006, with proposals due September 25, 2026 at 2:00 p.m. PST and questions due September 8, 2026. This is Phase 1 of a two-phase procurement addressing software licensing, cloud hosting, service level agreements, and technical support; implementation services will be procured separately.
The scope targets approximately 140 users across multiple departments. Vendors must integrate the CMMS with legacy Oracle WAM v.1.9.1.2.15 (unsupported since 2009), Limble CMMS, WorkForce Management v.2.3, Esri Survey 123, Microsoft Access and Excel tracking systems, Esri ArcGIS Online, Oracle Enterprise Business Suite, Oracle Customer Cloud Service, and Faster fleet management software. The solution must consolidate disconnected tracking systems serving Electric Distribution, Facilities Maintenance, Power Production, Water Production and Operations, Transmission and Distribution Engineering, Operations Technology, and Water Construction. Vendors must provide minimum client references of five utilities total, including at least two electric power utilities and at least two potable water utilities currently operating the proposed software in production environments.
Evaluation allocates 40 points to written proposal and functional alignment, 40 points to vendor experience and references, and 20 points to proposed price for a five-year period. The initial contract term is one year with options for term extension at the City's sole discretion. Proposals remain valid for 120 days from due date. Shortlisted vendors will participate in scripted software demonstrations in October 2026, followed by reference checks and interviews. A Notice of Intent to Award is anticipated in November 2026.
Proposals must be submitted electronically through PlanetBids in two separate files: technical proposal as "Response File" (excluding all cost information) and pricing proposal as "Cost File," with only wet signatures accepted. An optional pre-proposal virtual conference is scheduled for September 2, 2026 at 11:30 a.m. PST, requiring RSVP by 2:00 p.m. on June 17, 2025. Direct bidder contact with city staff regarding the RFP is prohibited and may result in disqualification.
