About this opportunity

The Oregon Department of Corrections is requesting bids on structural stair improvements at the Correctional Development Center (CDC) Building 2 in Salem under ITB 17404, with bids due September 24, 2026 at 2:00 p.m. PST through OregonBuys and a mandatory pre-bid conference on August 27, 2026 at 9:00 a.m. PST at the CDC facility — attendance is required for all bidders or their representatives, and bids from non-attendees will be deemed non-responsive.

The scope includes demolition of an existing wood stair system and installation of a new steel stair structure with concrete landings and treads, steel stringers (C12X20.7 channels), guardrails, and foundation work. The work comprises 16 risers and 16 treads with a 4.5-foot width. All materials and workmanship must conform to the 2022 Oregon Structural Specialty Code and 2021 International Building Code; structural steel must meet ASTM A992 and ASTM A36 standards with fabrication per AISC 360 and welding per AWS D1.1. Concrete mixes range from 3,000 psi for footings to 4,000–6,000 psi for stair elements. The contractor must submit shop drawings within 10 business days for design team review and comply with special inspection requirements for welding, high-strength bolting, and post-installed anchors.

The project estimate for bonding purposes is $80,000 to $100,000. The contract timeline runs ten calendar days from Notice to Proceed for project start, 70 calendar days for substantial completion, and 90 calendar days for final completion. Liquidated damages are $300 per calendar day for delays beyond substantial and final completion dates. Bid security equal to ten percent of the total bid amount is required. The apparent successful bidder must provide performance and payment bonds equal to 100% of the awarded contract amount and proof of insurance.

Prevailing wage rates under Oregon's Bureau of Labor and Industries apply in Marion County, Region 3. Contractors must comply with apprenticeship requirements, employing apprentices to perform 12% of work hours in apprenticeable occupations. All bidders must be registered with the Oregon Construction Contractors Board prior to submission. Addendum #1, posted August 13, 2026, replaced the original plans with revised plans and is mandatory acknowledgement. Questions are due before the bid deadline. The project is funded by state appropriations with no federal funding involved.
