About this opportunity
The Colorado Department of Public Safety (CBI) is soliciting construction bids for an HVAC and lighting upgrade project at its Grand Junction facility (2797 Justice Drive) under IFB #REAA 2027-0043, with bids due October 22, 2026, at 9:00 AM Mountain Time and a mandatory pre-bid conference on October 12, 2026, at 11:00 AM. The project is subject to Colorado prevailing wage requirements, the Buy Clean Colorado Act (requiring Environmental Product Declarations for eligible materials), and apprenticeship utilization certification for mechanical, sheet metal, fire suppression, sprinkler fitting, electrical, and plumbing work; contractors must employ Colorado labor for at least 80% of the work.
The scope encompasses full replacement of HVAC equipment (makeup air units, exhaust fans, and air-handling units with new electrical modifications) and installation of energy-efficient interior and exterior lighting fixtures and controls, including occupancy sensors, outdoor motion sensors, time switches, and daylight photo controls. The HVAC control system must be replaced with Alerton Building Automation System (BAS) controls with native BACnet compliance; no substitutions are permitted. All HVAC equipment must meet AHRI 210/240 and ASHRAE standards, and all lighting must comply with UL, NFPA 70, and IES standards. The project includes comprehensive commissioning of all HVAC systems (with detailed prefunctional checklists and functional testing), testing and balancing by a pre-qualified TAB agency (JEDI Balancing, Inc. or Certified Balance, Inc.), and a minimum of two complete control system maintenance inspections post-completion.
The estimated project cost is $3,138,526. Contract award is anticipated October 27, 2026, with approval November 11, 2026, and construction commencing November 18, 2026, with final completion September 1, 2028. Bidders must demonstrate at least two prior projects each exceeding $3 million in value, provide evidence of bonding capacity up to $5 million, and submit a bid bond of not less than 5% of the bid amount. A single contractor will be awarded; this may be an electrical or HVAC company serving as lead contractor rather than a general contractor. Payment and performance bonds of not less than 50% of contract value are required. The contractor assumes responsibility for any lead or asbestos abatement discovered during work, though the owner conducts hazardous materials testing.
