About this opportunity

The West Virginia Department of Administration Purchasing Division, on behalf of the Adjutant General's Office, is requesting quotes for replacement and installation of concrete at Camp Dawson Operations in Kingwood, under CRFQ 0603 ADJ2700000013, with bids due September 8, 2026 at 1:30 p.m. EST. The mandatory pre-bid meeting was held August 25, 2026; vendor technical questions were due August 31, 2026. Addendum No. 2 was posted September 4, 2026, clarifying that no gate loop is included in project scope; vendors must acknowledge receipt of all addenda with their bids or risk disqualification.

The scope includes removal of existing spalled concrete, subbase preparation, and pouring of new concrete for pedestrian walkways and vehicular traffic surfaces at the Operations Center. Technical specifications require contraction joints (initial saw cut 1/8 inch thick and 2-inch depth, finished to 1 1/8 inch with sealant), construction joints finished to 1 1/8-inch depth, 1/2-inch expansion joints with fuel-resistant sealant adjacent to vertical faces and rigid materials, and broom finish applied perpendicular to traffic flow. The contractor must provide all materials, labor, equipment, permits, licenses, and waste disposal at the contractor's expense.

Vendors must be registered with the West Virginia Purchasing Division, hold a valid West Virginia contractor's license, and demonstrate a minimum of five years' experience and successful completion of at least five similar projects. A 5 percent bid bond is required with proposals; the apparent low bidder must provide performance bonds and labor/material payment bonds each equal to 100 percent of contract value before award. Pricing must remain firm for the life of the contract. Liquidated damages are assessed at $1,500 per day of delay plus a one-time $1,250 fixed cost for Staff Judge Advocate review if work is not completed by the contract completion date. A one-year warranty on all parts, labor, and materials is required. Contract award is contingent upon receipt of federal funding. Vendors should honor bid pricing for 90 days from opening. David H. Pauline, Department of Administration Purchasing Division, is the buyer contact at 304-558-0067 or david.h.pauline@wv.gov.
