About this opportunity
The Los Angeles County Metropolitan Transportation Authority is requesting bids on cafeteria grease exhaust system cleaning and ANSUL R-102 wet-chemical fire suppression system servicing under IFB OP142160(2), with bids due September 22, 2026, and a mandatory site visit on August 26 at LA Metro Headquarters. No SBE/DVBE subcontracting goal was recommended for this project; however, if subcontracting opportunities are identified, LACMTA expects maximum opportunities for SBE/DVBE firms. Bidders must register with the California Department of Industrial Relations prior to bid submittal and are subject to prevailing wage requirements under California Prevailing Wage Determination CA 2026-1. Bidders must be pre-qualified if their bid exceeds $500,000.
Scope covers quarterly inspection and cleaning of grease exhaust systems at Gateway Headquarters 3rd Floor Cafeteria — five systems with a combined 20 filters across front and back kitchen locations — and semiannual servicing of two ANSUL R-102 wet-chemical suppression systems, all in accordance with NFPA 96 and NFPA 17A standards. Work is performed outside cafeteria operating hours (6:00 a.m. to 3:00 p.m., Monday–Friday) and must respond to emergency service requests within one hour, seven days a week, 24 hours a day, with no additional cost for weekend or after-hours service. Contractor must hold current C-16 Fire Protection Contractor license and ANSUL R-102 system certification. Services include all labor, materials, equipment, and approved cleaning agents.
The contract term is five years with no renewal options, awarded on a Firm Fixed Unit Rate basis. Prevailing wage registration requires annual renewal by July 1, with penalties up to $8,000 for non-registration or $10,000 for hiring unregistered subcontractors. For contracts valued at $30,000 or more, contractors must hire state-certified apprentices at a minimum ratio of 20 percent apprentice to journeyman hours over the contract life. A pre-bid conference is scheduled for August 20, 2026, at 3:00 p.m. via Microsoft Teams. Questions are due August 31, with responses provided by September 7. Virtual bid opening follows at 2:00 p.m. on September 22.
Minimum qualifications require three years of verifiable experience providing grease exhaust system inspection, cleaning, and maintenance and ANSUL R-102 servicing in commercial, industrial, or governmental settings with combined annual value of at least $23,000 per year. Bidders must provide reference forms for current and relevant projects with company names, descriptions, project manager contact information, and invoiced amounts over the past three years. All required documentation, including the Bid Letter, Minimum Qualifications form, current and completed contracts lists, ethics declarations, general certifications, drug-free workplace certifications, noncollusion affidavits, and Schedule of Quantities and Prices, must be submitted electronically to bids@metro.net with individual emails not exceeding 20MB. Bid security of at least 10 percent of Total Bid Price must accompany all bids.
