About this opportunity
The West Virginia Department of Environmental Protection is requesting quotes for Barracuda Web Application Firewall 460VX software subscriptions under ARFQ DEP27-014, with quotes due September 21, 2026 at 10:30 a.m. and a question deadline of September 11, 2026 at 1:00 p.m. Eastern Time. The State clarified in Addendum 01 (issued September 15) that it seeks only a renewal of its current Barracuda license and does not accept alternative submissions or bids for new or alternative load balancers.
The procurement includes 12 units of Barracuda Web Application Firewall Virtual License 460 Subscription (BWFV460A-VX) and 12 units of Barracuda Web Application Firewall 460VX Advance Bot Protection License (BWFV460A-BP), both for 12-month terms. The firewall must run on VMware hypervisors and meet specified performance thresholds: minimum 5 Gbps application throughput, 50,000 Layer 7 connections per second, 2,000 SSL connections per second with 1024-bit encryption, and SSL offloading. Required capabilities include Layer 7 application-level routing with URL-based policies, SQL injection protection, header inspection, cookie signing, parameter inspection, HTTP request limiting, and authentication proxy with LDAP support. The firewall must support a minimum of 50 web servers and include a graphical user interface with performance monitoring and reporting. The vendor must provide detailed technical phone support to local administrators and reinstatement fees for lapsed support in first-year costs.
The contract term runs from October 13, 2026 through October 12, 2027, with one successive one-year renewal period available by mutual written consent. Delivery must occur within 10 working days of purchase order receipt to 601 57th Street SE, Charleston, West Virginia 25304. The State requires Commercial General Liability Insurance of at least $1 million per occurrence. The vendor must submit copies of all software terms, conditions, and licensing agreements prior to purchase order issuance and complete the Addendum Acknowledgement Form with their bid. Award will be made on lowest overall total cost. Contact Herminio David Robles, buyer, at (304) 414-1155 or david.h.robles@wv.gov.
