About this opportunity
The City of Minneapolis is requesting bids for the complete replacement and upgrading of the fire alarm system at the Hawthorne Parking Ramp (31 North 9th Street), with bids due August 11, 2026 at 2:00 PM CDT and a pre-bid meeting scheduled for July 28, 2026 at 2:00 PM. Prevailing wage compliance is mandatory under U.S. Department of Labor wage rates for Minnesota-Hennepin County. The Small and Underutilized Business Program (SUBP) goals are set at 0% for both MBE and WBE participation, though the City encourages contractors to provide full and fair opportunities to certified Minority-Owned and Women-Owned Business Enterprises for subcontracting.
The scope encompasses removal of all existing fire alarm devices and wiring, installation of a new Notifier Inspire Series addressable fire alarm system with notification appliances (horn/strobes), conduit and conductor installation for system wiring, addressable modules for flow and tamper switches on existing riser piping, duct smoke detectors with control relays for HVAC integration, elevator fire alarm control coordination, and monitor modules for fire pump and fire smoke damper connections. Work must comply with NFPA standards and state and local fire codes, with fire-rated wall penetrations sealed using listed fire-stop systems. All fire alarm conduit must be color-coded red. The contractor must provide temporary wiring and generators to maintain power during construction and deliver as-built drawings and a complete program download upon completion.
Substantial project completion is required by January 30, 2027. Bids are evaluated on a lump-sum basis with award to the single lowest, responsive, responsible bidder. A bid deposit equal to 2% of the total proposed bid amount is required; performance and payment bonds are required at 100% of the contract amount. For bids exceeding $50,000, the Responsible Contractor Verification and Certification of Compliance Form (Attachment A-1) with a First-Tier Subcontractors List must be submitted. Written questions are due August 3, 2026, with addenda posted by August 5. The City requires compliance with Minneapolis living wage and equal benefits ordinance provisions.
