About this file

This is a notice of civil rights rules and regulations issued by the City of Minneapolis Department of Civil Rights that outlines contractor compliance requirements for city contracts. The document establishes mandatory non-discrimination policies requiring contractors to ensure employment practices are free from discrimination based on race, color, creed, religion, ancestry, national origin, sex, sexual orientation, gender identity, disability, age, marital status, familial status, or public assistance status. Contractors must identify themselves as equal opportunity or affirmative action employers in all recruitment materials and are required to make good faith efforts to meet the City's aspirational workforce goals of 20% female participation and 32% minority participation in construction projects. Additionally, contractors must comply with prevailing wage laws on applicable construction and development projects, incorporate Section 3 housing provisions when applicable, and post notices in conspicuous locations available to employees and applicants.

The Small and Underutilized Business Program (SUBP) applies to contracts exceeding $175,000, though this particular contract carries no specific SUBP goals. Contractors with contracts valued at $100,000 or more must obtain approval of an Affirmative Action Plan from the Minneapolis Department of Civil Rights before contract execution. For contracts of $50,000 or greater, contractors and subcontractors may be required to submit Certified Payroll Reports through specified software systems. While no SUBP goals are established for this contract, the City encourages contractors to provide full and fair opportunities to certified Minority-Owned Business Enterprises and Women-Owned Business Enterprises for subcontracting opportunities. Certified businesses must be registered through the Central Certification Program (CERT), with a searchable online directory available for contractor reference.
