About this opportunity
The City of Minneapolis is requesting sealed bids for graffiti abatement services covering photographing and removal on private property within city limits under BID-PW, with bids due August 4, 2026 at 2:00 p.m. CDT and a pre-bid meeting on July 22, 2026 at 2:00 p.m. CDT via Microsoft Teams. Sub-contracting is prohibited—all work must be performed by the selected contractor. Prevailing wage compliance under Minneapolis Code of Ordinances Chapter 24 is mandatory.
Scope encompasses approximately 600 annual photo work orders and 800 annual abatement work orders across both sensitive and non-sensitive surfaces at heights from ground level to 37 feet. Photo work orders must be completed within five working days. Abatement completion deadlines vary seasonally: five working days from April 1 through October 31, and seven consecutive calendar days (minimum 22 degrees Fahrenheit) from November 1 through March 31. The contractor must submit digital photography documentation within five working days of completion and demonstrate at least five years of continuous, successful experience in graffiti removal across porous and smooth surfaces, ghosting and shadowing removal, color-matching paint-outs, and high-temperature high-pressure equipment operation.
Required equipment includes high-pressure washers capable of 3,500 PSI at minimum 165 degrees Fahrenheit with 3.5 GPM and five nozzle options; a mobile water supply vehicle with at least 200-gallon capacity; and digital photography equipment. Solvents must include Elephant Snot for unpainted porous surfaces, Smooth Max for unpainted smooth surfaces, and Shadow Max for ghosting, or documented equivalents certified by U.S. Green Seal or Canadian ECOLOGO. Contractors must hold Workers Compensation and Commercial General Liability insurance of at least $2 million and Commercial Automobile Liability of at least $1 million. No OSHA or safety citations within two years and no federal bankruptcy filings within seven years are required.
The contract commences August 1, 2026 for an initial three-year term with two optional one-year extensions. Bidders must submit year-by-year pricing through the Minneapolis Supplier Portal, a 5% bid deposit, Equipment and Experience Form, and for bids exceeding $50,000, a signed Responsible Contractor Verification and Certification form under Minnesota Statute 16C.285. Questions are due July 28, 2026. Addenda will be posted by July 30, 2026. The City reserves the right to award a single contract to the lowest responsive and responsible bidder or multiple contracts to meet service volume and response-time requirements. The aspirational workforce participation targets are 20% female and 32% minority participation.
