About this file

This is a bid documents file from the City of Minneapolis Department of Civil Rights (MDCR) establishing civil rights rules, regulations, and small business requirements applicable to contractors on a Graffiti Abatement project in Minnesota. The document outlines mandatory compliance requirements for all contractors entering into contracts with the City of Minneapolis, including non-discrimination provisions in employment practices, equal employment opportunity statements in recruitment materials, and affirmative action plan approval for contracts exceeding $100,000. Contractors are required to make good faith efforts to meet the City's aspirational construction workforce goals of 20% female participation and 32% minority participation, comply with prevailing wage laws on applicable projects, and submit certified payroll reports for contracts of $50,000 or greater. Additionally, contractors must provide the civil rights notice to labor representatives and post it in conspicuous workplace locations.

The Small and Underutilized Business Program (SUBP) requirements apply to contracts exceeding $175,000, though this specific Graffiti Abatement contract contains no established SUBP goals. However, contractors are encouraged to provide Minority-Owned Business Enterprises (MBEs) and Women-Owned Business Enterprises (WBEs) with full and fair competition opportunities on any resulting subcontracts. Only businesses certified through the Central Certification Program (CERT) are recognized as qualified MBEs/WBEs for participation. The document provides a reference link to the CERT online directory for locating certified businesses and identifies the MDCR office location at 350 S. Fifth Street, Room 239 in Minneapolis for inquiries and compliance submissions.
