About this opportunity

The City of Minneapolis Finance and Property Services – Procurement Division is requesting bids for the supply and delivery of fine aggregate (street sand) for the Public Works Transportation Engineering and Design Department and other city departments under Event No. 0000004213, with bids due July 21, 2026 at 11:30 a.m. Central Time. This is a public works procurement subject to prevailing wage requirements under Minneapolis Code of Ordinances Chapter 24 and living wage ordinance requirements if the contract exceeds $100,000.

The scope calls for natural or crushed angular sand meeting MnDOT 2025 Standard Specifications gradation requirements, washed clean and drained for at least 12 hours prior to delivery, free from injurious coatings, clay lumps, and organic matter. The City estimates a good faith need of 10,000 tons. Bidders must quote a firm unit price per ton for the entire contract period, with all costs including fuel and service charges incorporated. Delivery must occur within 24 hours of order placement via end dump trucks in quantities not exceeding 600 tons per day to designated City warehouses.

The maximum contract amount is $175,000. The initial contract term is one year with options to renew for up to two additional 12-month periods. Prices must remain firm during the initial contract period; escalation for renewal terms is permitted based on documented cost increases submitted 60 days prior to year-end, not to exceed the Consumer Price Index or five percent, whichever is higher. The contract terminates early if the maximum amount is reached.

Bidders must demonstrate a minimum of five years in business and meet all applicable federal, state, and local licensing and certification requirements. All contractors must comply with Minnesota Statutes Section 16C.285, subdivision 3 regarding responsible contractor criteria, provide Commercial General Liability of $1 million per occurrence and Auto Liability of $1 million combined single limit, and obtain workers' compensation insurance. No subcontracting is permitted without prior written authorization. Questions are due July 14, 2026 at 10:00 a.m., with addenda posted by July 15. The City reserves the right to reject any or all bids and will assess liquidated damages of $1.00 per ton per day for materials not delivered or failing to meet specifications, with damages accruing for up to five days per specific order.
