A Disadvantaged Business Enterprise (DBE) goal of 8.3 percent applies; all DBE firms must be certified through the Minnesota Unified Certification Program on or before the proposal due date. Bids must be submitted to the City of Minneapolis Procurement Office, 505 Fourth Avenue South, Room 310, Minneapolis, Minnesota 55415. The scope comprises approximately 130 line items including construction surveying, mobilization, clearing and grubbing, removal of existing pavement and infrastructure, excavation, aggregate base and concrete pavement installation, sewer and water utility pipe installation, drainage structure construction, concrete walk and curb-and-gutter work, bicycle racks, traffic control systems, tree protection, sodding, and pavement markings.

Bids exceeding $50,000 require submission of a Responsible Contractor Verification and Certification of Compliance Form. All bids must include a completed Bid Form (Form 21126D), non-collusion affidavit, and a bid deposit of at least 5 percent of the total bid amount. If awarded, contractors must secure Performance and Payment Bonds. All prevailing wage and civil rights compliance requirements under Minneapolis Code of Ordinances Title 7 apply, with construction workforce aspirational goals of 20 percent female participation and 32 percent minority participation.
