About this file
This Addendum 1 document, issued by the City of Minneapolis Procurement Division for Event #4226, provides clarifications and modifications to the Bloomington Avenue/Minnehaha Parkway Highway Safety Improvement Program (HSIP) project. The addendum addresses three key bidder questions regarding mix design specifications, traffic control equipment requirements, and traffic maintenance during construction. The project encompasses approximately 130 line items including construction surveying, mobilization, clearing and grubbing, removal of existing infrastructure, excavation, aggregate base and concrete pavement installation, sewer and water utility work, drainage structures, concrete walks and curbs, traffic control systems, tree protection, sodding, and pavement markings. The pre-bid meeting was held on October 1, 2026, at 10:00 AM via Microsoft Teams with attendance from City of Minneapolis staff, MnDOT, and various contractors. The original bid due date of October 21, 2026, at 2:00 PM has been extended to October 26, 2026, at 2:00 PM. Substantial project completion is targeted for October 1, 2027.
Key clarifications from the addendum specify that the wearing course asphalt mix shall be 5L rather than 4L as initially listed in the bid schedule, with a revised bid form provided for adjustment. The project will utilize metal advance warning signs instead of Portable Changeable Message Signs (PCMS), with PCMS requirements removed from the specifications. Traffic on Bloomington Avenue will be maintained as two-way throughout construction, contrary to initial barricade plans that suggested full closure. The project is funded through the Highway Safety Improvement Program with 90 percent federal participation and 10 percent local funding from the City of Minneapolis. Bidders must meet an 8.3 percent Disadvantaged Business Enterprise (DBE) goal and workforce aspirational goals of 20 percent female and 32 percent minority participation, with on-the-job training requirements of 3 trainees and 475 hours. Bids exceeding $50,000 require a Responsible Contractor Verification form, and all bidders must submit a 5 percent bid deposit, non-collusion affidavit, and Performance and Payment Bonds if awarded.

City of Minneapolis, Procurement Division
Event #4226 Date: 10/20/2026
Procurement Division 505 4th Ave. S., Room 310 Minneapolis, MN 55401
AN AFFIRMATIVE ACTION EMPLOYER
Addendum 1 Bloomington Ave/Minnehaha Pkwy HSIP
Below are the bidder questions, complete with their respective answers and resulting changes where noted:
Question 1: The bid schedule calls out for 4L mix but the typical section calls out 5L for wear.
Please advise what to bid for mix.
Answer 1: The mix for the wear course shall be 5L as called out in the typical section in the plans. The revised bid item has been adjusted to the Revised Bid Form which is attached to the Comments and Attachment section of the portal.
Question 2: In the specifications under (2563) Portable Changeable Message Sign(PCMS), this item is incidental to the lump sum traffic control item. However, there is nothing in the specifications or plan set that calls out when, where, and how these PCMS are to be used which makes it difficult to quantify how many need to be included in the lump sum Traffic Control item. What are the intentions for how these are to be used on this project if at all?
Answer 2: The city has determined the use of PCMS is not required for this project. Metal signs shall be used in lieu of PCMS for advance warning signs as described in Section S-9 (1404) Maintenance of Traffic, (1707) Public Safety, and (2563) Traffic Control of Division S.
The requirements for the PCMS as noted in Section S-71 (2563) Portable Changeable Message Sign of Division S shall be removed.
City of Minneapolis, Procurement Division
Question 3: At the intersection of Bloomington Ave and Minnehaha Parkway, are we doing a full closure of Bloomington Ave? The plans show barricades going fully across Bloomington Ave for a full closure, but the narrative calls for two-way traffic to be maintained.
Answer 3: The contractor shall maintain two-way traffic on Bloomington Ave as described in the staging narrative on sheet 18 of the plan set.
Attached below are the following additional documents:
• Revised supplemental specifications
• Statement of quantities
• Pre-bid meeting notes
The Bid End date has been moved to 10/26/2026 until 2:00PM.
Receipt of this addendum SHALL be acknowledged when submitting your bid.

A Surveying to be Performed by the Department
The Department will set the initial horizontal and vertical control points in the field for the Project as indicated in the Plans. Upon request, the Department will also provide electronic data on the control so established. This electronic data will be provided in the format that was used in the accomplishment of the surveys for the Plans and Plan development. However, due to the many different processes that the design survey data goes through and the large variety of sources of input in the final production of the Plans, no warrantee is made as to the value or adaptability of the electronic data to the Surveyor. No warrantee is made that the data systems used by the Department or any consultants employed by the Department for Surveying or Plan preparation will be compatible with the systems used by the Contractor’s Surveyor. Information shown on the printed “Plan” shall always govern over any electronic “Plan” data.
The Engineer may perform spot checks upon the Contractor’s surveying calculations, records, field procedures, and actual staking. If the Engineer determines that the work is not being performed in a manner that will assure proper controls and accuracy, the Engineer will order the Contractor to redo such work, to the standards specified in the Contract, at no additional cost to the Department.

B.1 Contractor Construction Surveying Requirements
Construction Surveying is defined as accurately providing all necessary computations, stakes and marks to establish lines, slopes, elevations, points, continuous profile grades in accordance with 1508, “Construction Stakes, Lines, and Grades,” and the requirements shown in the Plans for Construction
Staking; so that the Contractor’s forces are able to construct all required work for the Project in accordance with the Contract requirements; and so that the Engineer and Inspectors are able to complete
