About this opportunity
The City of Meriden, Connecticut is requesting bids on rehabilitation of the Merimere Water Filtration Plant liner and underdrain systems under IFB B027-11, with bids due October 7, 2026 at 11:30 a.m. and a pre-bid meeting on September 15, 2026 at 10:00 a.m. at 78 Reservoir Avenue, Meriden. This project is federally funded by the Environmental Protection Agency, making it subject to Davis-Bacon and Related Acts prevailing wage requirements and multiple federal compliance obligations.
The scope encompasses removal and disposal of the sand/sludge layer, removal and repair of the underdrain system for replacement, reconstruction of the access ramp, removal and disposal of filter fabric and geomembrane, and compaction and formation of the gravel base at the 1.2 million gallon per day facility originally built in 1963 with lagoon improvements completed in 2002. The two lagoons measure approximately 5,300 and 7,500 square feet respectively and exhibit deterioration compromising treatment performance and environmental compliance. Bidders must submit lump-sum bids conforming to the Engineer of Record's design drawings and specifications.
A bid bond equal to ten percent of the bid amount is required, along with performance and labor and material payment bonds each equal to one hundred percent of the contract price. Substantial completion must occur within one hundred twenty days of contract commencement, with final completion within one hundred eighty days; liquidated damages are $1,000 per day for each day beyond substantial completion and an additional $1,000 per day for failure to complete remaining work after substantial completion. Contractors must comply with American Iron and Steel and Build America, Buy America provisions. The City of Meriden is exempt from federal excise taxes and Connecticut sales and use taxes. Questions are due September 30, 2026 at 4:00 p.m. Bids are submitted electronically through the City's eProcurement Portal, and no bidder may withdraw its bid within sixty days of the bid opening date. The City prefers coordination with the concurrent Lagoon Rebuild Project to minimize facility downtime.
