About this file
This is a Summary and Attachments List document for the City of Meriden, Connecticut, related to the Merimere Liner Replacement project (B027-11). The project involves the comprehensive rehabilitation of the Merimere Water Filtration Plant, a 1.2 MGD facility originally constructed in 1963 with lagoon improvements completed in 2002. The scope of work includes removal and disposal of the sand/sludge layer, removal and repair of the underdrain system, reconstruction of the access ramp, removal and disposal of filter fabric and geomembrane, and compaction and reformation of the gravel base. The facility consists of two lagoons, one approximately 5,300 square feet and the other approximately 7,500 square feet, both exhibiting signs of deterioration that compromise treatment performance and environmental compliance related to flows.
This project is funded by the Environmental Protection Agency, which makes Federal Labor Standards Provisions and prevailing wage requirements under the Davis-Bacon and Related Acts applicable to the contract. The contract encompasses all necessary remediation and replacement activities to restore the lagoons to functional condition and ensure compliance with environmental regulations. Bidders should anticipate prevailing wage obligations and federal compliance requirements as part of their proposal and project execution.
