About this file

This is a Standard Form of Agreement for construction services between the City of Meriden, Connecticut and a contractor for the Merimere Liner Replacement project (B027-11). The project involves the rehabilitation of the Merimere Water Filtration Plant, a 1.2 million gallon per day facility originally built in 1963 with lagoon improvements completed in 2002. The scope of work includes removing and disposing of the sand/sludge layer, removing and repairing the underdrain system, reconstructing the access ramp, removing and disposing of filter fabric and geomembrane, and ensuring proper compaction and formation of the gravel base. The facility consists of two lagoons, one approximately 5,300 square feet and the other approximately 7,500 square feet, both showing signs of deterioration that compromise treatment performance and environmental compliance. The contract specifies a substantial completion timeline of one hundred twenty (120) days from the contract commencement date and final completion within one hundred eighty (180) days.

The contractor shall be compensated on a stipulated price basis, with the specific lump sum amount and any unit price work to be completed by the contractor and engineer. Liquidated damages are established at one thousand dollars ($1,000.00) per day for delays beyond the substantial completion date and an additional one thousand dollars ($1,000.00) per day for failure to complete remaining work after substantial completion. The City of Meriden, represented by its Purchasing Department, is the contracting owner. The project is federally funded through the Environmental Protection Agency, requiring compliance with Federal Labor Standards Provisions and Davis-Bacon Act prevailing wage requirements for all laborers and mechanics. The contractor must provide performance, payment, and other bonds as indicated in Attachment A and maintain insurance as specified in Attachment B. The contract documents include the agreement, general and supplemental conditions, specifications, drawings, and all addenda related to the project.
