About this opportunity
The Maryland State Highway Administration is requesting bids on a turnkey system of three Advisory Variable Speed trailers and one Workers Alert Beacon trailer under IFB AVSWAB2026, with an original bid closing of January 8, 2026 extended to January 12, 2026 via Addendum No. 1. No MBE or VSBE subcontracting goals apply. The trailers are essential to complete a federally funded USDOT SMART Grant project; SHA has determined that alternative driver-alert methods are not feasible, making this procurement critical to project completion and work zone safety compliance.
The AVS trailers are 48×60 inch changeable message signs mounted on orange trailers that display variable advisory speeds to approaching traffic, integrating with University of Maryland software and drone-collected traffic data. The WAB trailer features two 12-inch circular yellow flashing beacon signal heads to alert workers of approaching aggressive vehicles, powered by UMD algorithms analyzing drone data. Both systems require new, corrosion-resistant construction compliant with NFPA, UL, and NEC standards; solar-powered electrical systems with battery backup capable of 21 consecutive days of continuous operation without auxiliary charging; vendor-supplied cellular modem communication systems with all cellular data and plan fees included for the duration of the pilot program or minimum six months; GPS monitoring and real-time reporting capabilities; and customizable electronic alerts. The vendor must furnish and test equipment near the project site in Baltimore County at least one week prior to first deployment, provide approximately four hours of training (two hours field, two hours classroom or virtual), and deliver ongoing technical support throughout the pilot duration (up to three weeks on I-695).
Pricing is established on a per-unit basis with payment constituting full compensation for materials, labor, equipment, software integration, management software support, training, cellular service, delivery, and all incidentals. This is a single-award, firm fixed-price contract with a one-year term. Evaluation is based solely on total bid price, with award to the lowest responsive bidder. Bidders must demonstrate financial capability and maintain Commercial General Liability ($1 million per occurrence/$3 million aggregate), Crime Insurance ($1 million minimum), and Cyber Security/Data Breach Insurance ($5 million per occurrence). Delivery is directed to 10690 Red Run Boulevard, Owings Mills, Maryland 21117. The contract is federally funded and subject to compliance with federal funding conditions, Maryland's Prompt Payment Policy, electronic funds transfer requirements, and the Maryland Healthy Working Families Act.
Opportunity text
SHA is requesting the purchase of WAB and AVS advisory speed limit display trailers to enhance work zone safety by alerting drivers of downstream roadway conditions and warning workers of approaching aggressive vehicles. These trailers integrate with drone-detected traffic data to provide real-time advisories and improve overall traffic awareness. Without these trailers, the federally funded project cannot be completed as planned. Alternative methods to alert drivers are not currently feasible, which would result in significant delays and increased safety risks. Procurement of these trailers is essential to ensure project completion, safety compliance, and effective traffic management.
