About this file
This Special Provisions document outlines the technical specifications for two portable trailers for the Maryland State Highway Administration (SHA) to enhance work zone safety on I-695: Advisory Variable Speed (AVS) trailers and Workers Alert Beacon (WAB) trailers. The AVS trailers are 48x60 inch changeable message signs mounted on orange trailers that display variable advisory speeds to approaching traffic, integrating with University of Maryland software and drone-collected traffic data to dynamically adjust speed recommendations. The WAB trailers feature two 12-inch circular yellow flashing beacon signal heads mounted on the front to alert workers of approaching aggressive vehicles, also powered by UMD algorithms analyzing drone data. Both trailer systems will be deployed as part of a pilot program on I-695 for up to three weeks, with the contract anticipating three AVS trailers deployed as an integrated system. The specification document does not specify quantities for WAB trailers, response deadlines, site visit requirements, or formal award dates; however, vendors must furnish and test equipment near the project site in Baltimore County, Maryland at least one week prior to first deployment, provide approximately four hours of training (two hours field, two hours classroom or virtual), and deliver ongoing technical support throughout the pilot duration.
All materials must be new, corrosion-resistant, and capable of withstanding roadside contaminants including water spray, salt, oil, and gasoline, with construction complying with NFPA, UL, and NEC standards. Both systems require solar-powered electrical systems with battery backup capable of 21 consecutive days of continuous operation without auxiliary charging, though generator charging capability is required for malfunction or damage scenarios. The AVS and WAB trailers must include vendor-supplied cellular modem communication systems with all cellular data and plan fees included in the purchase price for the duration of the pilot program or minimum six months. Both systems require GPS monitoring, real-time reporting capabilities, customizable alerts via electronic notification, and integrated logging mechanisms to track operational events. Pricing is established on a per-unit basis, with payment constituting full compensation for all materials, labor, equipment, software integration, management software support, training, cellular service, delivery, and incidentals necessary to complete the work. The contract funding is federally supported, with the government stating that procurement of these trailers is essential to project completion, safety compliance, and effective traffic management.
