About this opportunity

The Iowa Department of Administrative Services is requesting bids for removal and replacement of the will call ramp, accessories, and surrounding concrete infrastructure at the ATOD facility (Iowa Department of Revenue–Alcohol & Tax Operations Division) located at 1918 SE Hulsizer Drive, Ankeny, Iowa, under RFB 953400-01, with bids due July 28, 2026 at 2:00 p.m. through the IMPACS Electronic Procurement System.

The scope encompasses demolition of the existing ramp concrete slab, concrete panels, retaining walls, and guardrails; construction of a new vehicular ramp with a 1:10 slope designed for 26,000-pound capacity box trucks; new concrete landing and stoop areas with minimum cross-slopes of 1/4 inch per 12 inches; reinforced concrete retaining walls and footings; galvanized steel guardrails and handrails painted safety yellow; concrete threshold curb; concrete stairs with nosing bars; and restriping of lane and access-aisle markings. Structural design is based on the 2015 International Building Code with 30 psf ground snow load, 115 mph basic wind speed, and seismic design category A. Concrete reinforcement must conform to ASTM A615 Grade 60; welding must follow AWS codes with certified welders. All exposed concrete requires architectural-grade finishes, and exposed steel permanently exposed to weather must be hot-dip galvanized. The contractor must maintain Bay 8 in operation during construction and protect an 18-inch drain line and storm sewer manhole. Special inspection includes continuous and periodic inspections of concrete reinforcement placement, steel welding and bolting, and concrete curing per International Building Code Chapter 17.

The project is structured as a single lump-sum bid package with one unit-price component for over-excavation and structural fill at a per-cubic-yard rate. Construction is anticipated to commence September 14, 2026 and reach substantial completion by November 3, 2026. Bid security of 5% of the total bid amount (bid bond, certified check, or cashier's check) is required. Bidders must disclose all subcontractors and suppliers within 48 hours of the deadline and be registered as construction contractors with the Iowa Labor Commissioner. Performance and payment bonds are required prior to contract execution. Change order markups are capped at 15% maximum for work directly performed by the contractor's own employees, 5% for subcontracted work, and 25% overall to the owner. An optional pre-bid meeting is scheduled for July 7, 2026 at 1:00 p.m. at the site with a virtual Microsoft Teams option. Questions are due July 14, 2026 at 5:00 p.m. The State of Iowa is exempt from sales and use taxes; Davis Bacon Wages do not apply. A Notice of Intent to Award is anticipated July 31, 2026.
