About this opportunity
The Los Angeles County Metropolitan Transportation Authority (LACMTA) is requesting proposals for APS Cooling and Propulsion Fans (OEM) for light rail vehicle maintenance under RFP No. DR141705, with proposals due August 20, 2026, and a pre-proposal conference scheduled for July 28, 2026. This is a federally funded contract subject to 49 CFR Part 26 DBE compliance; however, no DBE goal has been established due to insufficient DBE availability in this commodity category.
The scope requires 220 Auxiliary Power Supply (APS) cooling fans at 26 VDC nominal voltage and 1,630 Propulsion Inverter cooling fans at AC 208V across a five-year firm fixed-price contract. Deliveries must occur at a minimum rate of six kits per month to six specified Metro division locations in Los Angeles County from June 2027 through June 2030, with delivery windows limited to Monday–Friday, 6:30 a.m. to 2:30 p.m. PST. Both fan types must meet IEEE 1478 electrical and mechanical standards and NFPA 130 fire safety standards. Proposers must be either the Original Manufacturer or source through the Original Manufacturer. All fans must include a minimum 12-month product warranty. Qualified suppliers for APS fans include EbmPapst Mulfingen GmbH & Co. KG; for Propulsion fans, qualified suppliers include Orion Fans and Knight Electronics Inc., with specified part numbers referenced in Exhibit A.
Evaluation criteria include technical capability, warranty details, delivery schedule alignment with Metro milestones, product delay forecasting and mitigation capabilities, and shipment notification procedures. Proposers must meet all five technical requirements to be considered; failure to satisfy any requirement renders the proposal technically unacceptable. Proposers must notify the Project Manager of production delays no later than 30 days prior to the scheduled ship date and must provide written notification 48 hours prior to shipment with quantity, tracking number, freight carrier name, and estimated arrival time.
Written questions are due August 6, 2026, with clarifications provided by August 13, 2026. Pre-qualification applications must be submitted by August 20, 2026 for all firms not exempted from pre-qualification if the contract exceeds $500,000. Proposers must maintain General Liability insurance of $1 million per occurrence, Automobile Liability of $1 million per accident, and Workers' Compensation as required by California statute. Progress payments with 10% retention apply until 50% completion; thereafter, retention may reduce to 5% if progress is satisfactory. Payment terms must offer a minimum of NET 10 days; default is NET 30.
