About this file
Summary
This Statement of Work is issued by the Los Angeles County Metropolitan Transportation Authority (Metro) for the procurement of replacement cooling fans for P3010 Light Rail Vehicles manufactured by Kinko Sharyo. Metro seeks to procure 220 Auxiliary Power Supply (APS) cooling fans and 1,630 Propulsion cooling fans to support component-level overhauls across six rail divisions throughout Los Angeles County during a scheduled 600,000-mile maintenance interval. The APS fans operate at 26 VDC nominal voltage with a backward-curved blade design, while the Propulsion Inverter fans consist of AC 208V three-phase units, with eight fan motors installed per vehicle. Deliveries must occur at a minimum rate of six kits per month across six specified Metro division locations with delivery hours limited to Monday through Friday, 6:30 AM to 2:30 PM PST. The delivery schedule spans from June 2027 through June 2030, with APS fans delivered in six semi-annual shipments of 36 units each and Propulsion fans delivered in six semi-annual shipments of 288 units, except for the final shipment of 190 units. The contract term is five years with a Firm Fixed Price contract type.
The vendor must provide a standard one-year manufacturer's warranty for both fan types and must notify Metro's Project Manager no later than 60 days prior to any anticipated production delays. Additionally, vendors must provide written notification 48 business hours prior to shipment delivery with specific details including kit quantities, tracking numbers or bill of lading information, freight carrier name, and estimated time of arrival. Both APS and Propulsion cooling fan motors must meet IEEE 1478 electrical and mechanical standards and NFPA 130 fire safety standards for rolling stock vehicles. Qualified suppliers include EbmPapst Mulfingen GmbH & Co. KG for APS fans and Orion Fans and Knight Electronics Inc for Propulsion fans, with specified part numbers referenced for each fan type.

STATEMENT OF WORK
P3010 APS Cooling Fan (203016)
P3010 Propulsion Cooling fan (195529)
July 8, 2026
1.0 OVERVIEW
1.1 INTRODUCTION
The Los Angeles County Metropolitan Transportation Authority (Metro) is preparing for a component level overhaul on the P3010 Light Rail Vehicles manufactured by Kinko
Sharyo and its sub suppliers. This overhaul consists of many tasks including overhaul of the couplers, traction motors, gearbox, pantograph, high speed circuit breaker, slewing ring, master controller, and heating ventilation and air conditioning equipment.
Metro is seeking proposals from qualified and experienced vendors to furnish cooling fans for the Auxiliary Power Supply (APS) and Propulsion Inverter equipment. Replacement of these fans will occur during the 600k mileage overhaul interval as recommended by the
Toyo Denki Original Equipment Manufacturer.
1.2 BACKGROUND
The P3010 fleet size consists of 235 rail cars with a production schedule of six kits per month performed at six rail divisions (shops) located throughout Los Angeles County. The APS system consists of one Electrically Commutated (EC) centrifugal fan - RadiCal motor that operates at 26 vdc nominal voltage fitted into a mounting frame. The fan has a backward-curved single intake fan blade designed for rail equipment cooling applications. The cooling fan(s) will be installed onto the APS and Propulsion equipment by Metro staff utilizing the existing housing before installation onto the rail car.
The P3010 rail car consists of two propulsion inverter assemblies; each assembly consists of four 208 VAC – 3-phase fan motors totaling eight fan motors per vehicle.
Metro expects that both the APS and Propulsion Inverter fan motors meet IEEE 1478
(Electrical / Mechanical) and NFPA 130 (Fire Safety) standard equipment used on rolling stock vehicles meeting required schedule.
1.3 GENERAL
The Los Angeles Metropolitan Transportation Authority (METRO) has identified a need to procure two hundred twenty (220) APS fans and one thousand six hundred and thirty (1,630) Propulsion cooling fans to support Metro Rail Division Overhaul projects for the next five years.
