About this opportunity

West Virginia Division of Forestry is requesting quotes for a conservation easement appraisal of 1,844.12 acres located in Hardy County under ARFQ 0305 FOR2700000004, with quotes due October 28, 2026 at 11:00 a.m. EST. Questions are due October 20, 2026 at 10:00 a.m. EST.

The scope requires a market-value appraisal of the South Fork Lost River Tract 2 property owned by Cross Knob Sportsman Club, Inc., conducted in accordance with Uniform Appraisal Standards for Federal Land Acquisitions (UASFLA) and Uniform Standards of Professional Appraisal Practice (USPAP). The appraisal must analyze property value before and after acquisition of a conservation easement encumbering 1,843.51 acres. The property includes four designated improvement areas totaling 62.21 acres that are ineligible for Forest Legacy Program enrollment and must be valued separately and excluded from conservation easement acquisition value. The property is encumbered by multiple easements, rights-of-way, and shareholder rights across 100 individual lots. Appraisers must conduct a detailed field inspection and a pre-work meeting with the Forest Service Review Appraiser, Angela M. Kwasny, MAI, AI-GRS, is required before beginning the assignment. Appraisers must disclose prior services and conflicts of interest and complete the Appraiser Disclosure Form. Supporting documentation includes survey plats, title reports, deeds, proposed easement restrictions, and GIS information.

Vendors must submit pricing on Exhibit A (Pricing Page) in the exact format provided, copies of appraiser licenses, UASFLA course completion certificates dated 2016, lists of prior appraisal reports, and redacted appraisal samples. No additional compensation is provided for travel expenses. The completed appraisal must be submitted to the Forest Service reviewer for approval before delivery to the state. Funding is provided through Forest Legacy Program grant number 22-DG-11094200-048. Contact Rachel S. Perry, designated buyer, at (304) 558-2788 or rachel.s.perry@wv.gov.
