About this opportunity

The State of Utah Division of Purchasing, conducting procurement on behalf of Utah Charter Academies (UCA), is requesting statements of qualifications for design professional services for the Eagle Mountain K-6 Campus project under a qualifications-based selection process governed by Utah Code 63G-6a Part 15, with qualifications due September 15, 2026 at 5:00 p.m. MDT and vendor selection anticipated by September 18, 2026. No pricing is to be included in submissions; compensation will be negotiated at fair and reasonable terms with the highest-ranked respondent, and if agreement cannot be reached, UCA will proceed to negotiate with the next-highest ranked vendor.

The scope involves comprehensive design professional services for a new K-6 campus in Eagle Mountain, Utah County, accommodating 630 students across approximately 62,324 gross square feet. The facility design must include 21 classrooms (three per grade), gymnasium, multipurpose room, music room, administrative and security offices, special education spaces, playground, and parking with separated bus and parent drop-off areas. The design professional must provide programming validation, schematic design, design development, construction documents with full engineering coordination (civil, structural, mechanical, electrical, plumbing, fire protection, landscape, low-voltage technology, and acoustics), cost estimating, construction manager/general contractor procurement support, and construction administration through Certificate of Occupancy. The design must accommodate phased buildout with initial one- to two-classroom-per-grade construction and later expansion to full three-classroom-per-grade configuration without core structural redesign.

The project construction budget totals $19.8 million, financed through Charter School Revenue Bonds Series 2026 issued by the Utah Charter School Finance Authority. Design contract execution must close by September 30, 2026; construction documents must be permit-ready by April 2027; building permit submittal is May 2027; construction starts Summer 2027; and Certificate of Occupancy is targeted Summer 2028 for Fall 2028 school opening. Respondents must identify at least one Utah-licensed professional engineer on staff or under subconsultant agreement by name and license number; that engineer must be able to execute bond-indenture certificates.

Evaluation weighs capability to complete a quality project (30 percent), capability and commitment to meet required milestone dates (40 percent), and clear understanding of project vision, scope, and site (30 percent). Questions are due September 8, 2026, through Bonfire. Respondents must demonstrate current Utah licensure, financial stability, adequate professional liability insurance, and E-Verify work authorization. No pre-submittal meeting or site visit will be held.
