About this file
This is a Scope of Work document for design professional services issued by the State of Utah Division of Purchasing on behalf of Utah Charter Academies (UCA) for the Eagle Mountain K-6 Campus project. UCA seeks a design professional to adapt its existing two-story elementary school prototype to an approximately 8-acre site in the Oquirrh Wood Ranch development in Eagle Mountain, Utah County. The facility will accommodate 630 K-6 students across approximately 62,324 gross square feet, including 21 classrooms (three per grade), a gymnasium, multipurpose room, music room, administrative offices, security office, special education spaces, playground, and parking with separated bus and parent drop-off areas. The design professional must provide comprehensive services including programming validation, schematic design, design development, construction documents, full engineering coordination (civil, structural, mechanical, electrical, plumbing, fire protection, landscape, low-voltage technology, and acoustics), site and civil design coordinated with seller-performed improvements, entitlements and permitting with Eagle Mountain City, cost estimating, support for the construction manager/general contractor procurement anticipated in summer 2027, and construction administration through Certificate of Occupancy. The design contract must be executed by September 30, 2026, with construction documents permit-ready by April 2027, building permit submittal in May 2027, construction start in summer 2027, and Certificate of Occupancy targeted for summer 2028 to support a fall 2028 school opening. No pre-submittal meeting or site visit will be held; all project documents are posted to Bonfire.
The construction budget established in UCA's Series 2026 bond financing totals $19,832,371, comprising $14,536,723 in hard costs, $2,115,140 in general conditions and overhead, $2,180,508 in contingency, and $1,000,000 for furniture, fixtures, and equipment. The project is financed through Charter School Revenue Bonds, Series 2026, issued by the Utah Charter School Finance Authority. The design must accommodate a scale-up approach with phased buildout keyed to enrollment demand, allowing initial construction of one to two classrooms per grade with later expansion to the full three-classroom-per-grade configuration without requiring redesign of core structural and systems. The selected design professional must have on staff or under subconsultant agreement at least one Utah-licensed professional engineer who can execute certificates required by the bond indenture, including certification of the estimated campus completion date. Respondents must identify this engineer by name and license number in their Statement of Qualifications. Per the procurement conducted under Utah Procurement Code 63G-6a Part 15, the vendor with the highest ranking will be selected to negotiate a contract at fair and reasonable compensation; no pricing should be included in qualification submissions.

APA 2026-04 EAGLE MOUNTAIN K-6 CAMPUS
SCOPE OF WORK – DESIGN PROFESSIONAL SERVICES
Project ID: 26-EM-K6DES Revised August 26, 2026 Site: Approximately 8 acres within the Oquirrh Wood Ranch development, Eagle Mountain, Utah County, Utah.
The legal description, preliminary plat, site plan, ALTA survey and geotechnical materials are posted to Bonfire.
BACKGROUND
In February 2026, the Utah State Charter School Board approved Utah Charter Academies (UCA) to add a campus in Eagle Mountain, Utah. American Preparatory Academy – Eagle Mountain is planned to open in the fall of 2028 as a K-6 campus housing 630 students.
UCA has entered into a Purchase and Sale Agreement dated June 2, 2026, as amended, with Oquirrh Wood Ranch, LLC for the acquisition of approximately eight (8) acres of land. Acquisition of the parcel closed on August 25, 2026.
Construction of the roadway and other horizontal improvements serving the parcel is a post-closing obligation of the seller under the Purchase and Sale Agreement, with an outside completion deadline of March 30, 2027. The design team must coordinate site and civil design with those seller-performed improvements.
The design, acquisition, construction, equipping and furnishing of the campus is being financed in part with the proceeds of Charter School Revenue Bonds, Series 2026, issued by the Utah Charter School Finance Authority.
PROJECT PROGRAM
The Eagle Mountain campus will be a two-story building of approximately 62,324 gross square feet, including:
Twenty-one (21) classrooms — three (3) classrooms for each grade, K through 6 Gymnasium Multipurpose room Music room Breakout classrooms for small-group instruction Administrative offices Security office Secure tech closet / comms room Tech office Special education spaces Staff workroom and break rooms Playground Parking, site circulation, and separated bus and parent drop-off
DESIGN BASIS — ADAPTATION OF UCA PROTOTYPE
The campus will utilize UCA's most recent two-story elementary school prototype design. The selected design professional is expected to adapt UCA's existing prototype to the Eagle Mountain site, code environment and jurisdictional requirements, rather than originate an entirely new building design. UCA will make its prototype documentation available to the selected firm.
Respondents should address in their Statement of Qualifications their experience adapting a client's existing prototype design to a new site, and their approach to preserving prototype consistency while resolving site-specific conditions.
SCALE-UP AND PHASING REQUIREMENT
UCA has developed a facility "scale-up" design approach that includes phases keyed to enrollment demand. The design must accommodate a reduced initial buildout — for example one (1) or two (2) classrooms per grade instead of the full three (3) per grade — with later expansion to the full configuration, without requiring redesign or replacement of core structural, mechanical, electrical, plumbing or life-safety systems.
The design must clearly identify the phase lines, the systems capacity reserved for future phases, and the incremental work required to complete each subsequent phase.
SCOPE OF SERVICES
The design professional shall perform all services necessary to design the project and to support its construction through Certificate of Occupancy, including but not limited to:
Programming validation and site analysis Schematic Design, Design Development, and Construction Documents Full engineering design and consultant coordination: civil, structural, mechanical, electrical, plumbing, fire protection, landscape, low-voltage and technology, and acoustics as required Site and civil design, including grading, utilities, stormwater, parking and circulation, coordinated with the seller-performed horizontal improvements described above Entitlements and permitting with Eagle Mountain City, including site plan review and approval, and coordination with all applicable reviewing agencies Coordination with Utah State Board of Education requirements applicable to obtaining a Certificate of Occupancy for a public charter school facility Coordination with the project surveyor (Ensign Engineering), the geotechnical engineer, the title company, and UCA's owner's representative Cost estimating and budget reconciliation at the conclusion of each design phase, with design-to-budget recommendations where estimates exceed the construction budget Support to UCA's competitive CM/GC procurement, anticipated summer 2027, including preparation of bid documents, responses to bidder RFIs, addenda, and support of guaranteed maximum price development Construction administration, including submittal and RFI review, site observation, punch list, and closeout, through Certificate of Occupancy Record documents and warranty-phase support
CONSTRUCTION BUDGET
The design must be developed to be constructible within the construction budget established for the Eagle Mountain campus in UCA's Series 2026 bond financing:
Budget Component
Amount
Hard costs
$14,536,723
General conditions, bond, overhead and profit (including permits and fees)
$2,115,140
Contingency
$2,180,508
Furniture, fixtures and equipment
$1,000,000
These figures are preliminary and subject to change. UCA will execute a guaranteed maximum price contract for construction. If bids exceed the amount of bond proceeds allocated to the project, the scope will be adjusted accordingly, and the design professional will be expected to support that scope adjustment.

The selected design professional must have on staff, or under subconsultant agreement, at least one professional engineer licensed in the State of Utah who is able and willing to execute such certificates promptly upon UCA's request, including a certificate stating the estimated completion date of the Eagle Mountain campus.
Respondents must identify this individual by name and license number in their Statement of Qualifications.
