About this opportunity

The West Virginia Department of Environmental Protection, Office of Abandoned Mine Lands and Reclamation is soliciting bids for construction and reclamation services at the Brushy Meadow Creek Highwall B abandoned mine land site in Fayette County, with bids due October 13, 2026 at 10:30 a.m. Eastern time. A mandatory second pre-bid meeting was held on-site September 22, 2026; vendors who did not attend the first meeting on September 2 must have attended the second to be eligible to bid.

The scope encompasses highwall stabilization and site reclamation across approximately 49 acres, including excavation of 601,042 cubic yards of unclassified material; installation of 8,723 linear feet of super silt fence, 475 tons of stabilized construction entrance, and 42 rock check dams; construction of 7,679 linear feet of fabric form channel, 303 linear feet of vegetated channel, and 586 linear feet of underdrain; placement of 537 linear feet of 12-inch PVC conveyance pipe and 50 linear feet of level spreader; and revegetation and tree planting on 51 acres and 22 acres respectively. The contract term is 450 calendar days with potential winter shutdowns at the agency's discretion. Tree planting windows are October 1 to December 31 and March 1 to April 30; clearing activities are restricted to November 15 to March 31. The state will obtain NPDES stormwater, WVDOH, USACE, and Forest Service permits; the contractor assumes Co-Applicant responsibility for the NPDES permit upon award. Contractors and subcontractors must complete an AVS Contractor Information Form for eligibility evaluation by the Office of Surface Mining Reclamation and Enforcement. Insurance requirements mandate public liability and comprehensive vehicle liability of not less than $2 million per occurrence and aggregate, with Weyerhauser Company listed as additional insured.

Pricing is structured as unit rates for measured quantities plus lump-sum items capped at percentages of total bid: mobilization and demobilization at 5 percent, construction layout at 5 percent, quality control at 3 percent, and site preparation at 5 percent. All bids must be submitted electronically through wvOASIS Vendor Self Service. Addendum No. 5, issued October 9, corrected the revegetation quantity from 51 to 30 units in wvOASIS line 8; vendors must acknowledge receipt of all five addenda with their bid submission to avoid disqualification. The buyer is April D. O'Dell at (304) 414-1145 or april.d.odell@wv.gov.
