About this opportunity
Collier County Board of County Commissioners Procurement Services Division is requesting qualifications for aerial painting services on behalf of the Public Utilities Department under IFQ 26-8689, with proposals due September 3, 2026. The solicitation does not utilize local vendor preference and is not restricted by set-asides or eligibility constraints.
The scope encompasses complete protective paint and coatings services for County-owned above-ground potable water, wastewater, and irrigation quality aerial pipes and appurtenances throughout Collier County. Services will be provided on an as-needed basis to support assessment, access, preparation, and painting of aerial crossings. Contractors must demonstrate proper licensing, maintain current Business Tax Receipts, provide E-Verify enrollment certification at proposal submission, and maintain required insurance coverage including Commercial General Liability, Business Auto Liability, Workers' Compensation, and Professional Liability with Collier County listed as additional insured. All subcontractors must also comply with E-Verify requirements.
Historical county spending for these services approximates $675,380 annually, though the County makes no guarantee regarding future purchasing patterns or quantities. This is a multi-contractor award solicitation with no fixed contract value; compensation is based on quoted prices in response to individual Requests for Quotations using one of three pricing methodologies: Lump Sum (Fixed Price), Time and Materials, or Unit Price. The contract term is flexible, commencing upon Board approval and continuing at the County's discretion, with provisions for renewal and extension up to 180 days at the County Manager's discretion.
Proposals will be evaluated using competitive sealed proposals methodology. A Selection Committee will review and score submissions based on established criteria, with shortlisted proposers potentially invited to oral presentations before final ranking. All proposals remain valid for 180 days from submission. The County reserves the right to negotiate with the highest-ranked proposer. Proposers must submit electronically through the Collier County Procurement Services Division Online Bidding System and comply with Florida Public Records Law, OSHA standards, and all federal, state, and local regulations.
