Aerial Painting Services Solicitation Summary

This is an Invitation for Qualifications (IFQ) issued by the Collier County Board of County Commissioners Procurement Services Division on behalf of the Public Utilities Department for aerial painting services throughout Collier County, Florida. The solicitation (IFQ 26-8689) seeks qualified contractors to provide complete protective paint and coatings services for County-owned above-ground potable water, wastewater, and irrigation quality (IQ) aerial pipes and appurtenances on an as-needed basis. The County currently maintains approximately 76 water, 45 wastewater, and 12 IQ aerial crossings throughout the county, with the system continuing to expand. A pre-proposal conference is scheduled for August 13, 2026, at 10:00 AM EST at the Procurement Services Division in Naples, Florida. Proposals are due September 3, 2026, at 3:00 PM EST and must be submitted electronically through the Collier County Procurement Services Division Online Bidding System. The intended contract term is three years with two optional one-year renewal periods, and the County reserves the right to award multiple contractors to form a pool of qualified service providers.

Contractors will quote projects on a lump sum basis, with individual projects capped at $200,000. Historical County spending for these services approximates $675,380, though this figure does not indicate future purchasing patterns. Contractors may not subcontract this work and must maintain current Business Tax Receipts, provide E-Verify enrollment certification, and carry minimum insurance coverage including Commercial General Liability ($1M+), Business Auto Liability, Workers' Compensation, and Pollution/Environmental Impairment Liability. Proposals will be evaluated on cover letter and management summary (5 points), certified woman/minority business enterprise status (5 points), experience and capacity of the firm (45 points), specialized expertise of team members (35 points), and local vendor preference for firms with a physical business address in Collier or Lee County (10 points). Pricing adjustments for changes in work may be requested annually after the initial contract term with 90 days' notice, subject to Procurement Director approval. No set-asides or eligibility constraints restrict participation beyond standard licensing and compliance requirements.

1.3. Contractor shall continue to fill all existing purchase orders received at the current agreement prices.

Any approved price increase will only impact Changes in the Work requested after the contract renewal.

1.4. The Procurement Director has the authority to approve price adjustments in accordance with the Procurement Ordinance, as amended. The bid tabulation shall be modified with the price increases and uploaded into the County’s Finance system.
