About this opportunity

The City of Largo, Florida is requesting proposals for advocacy services to represent the city before the State of Florida Legislature, the Federal Legislature, and quasi-governmental entities under RFP 27-P-874, with proposals due October 30, 2026 at 11:00 a.m. and questions due October 16, 2026. A local supplier preference of 10 bonus evaluation points applies under City of Largo Code Section 2-159 to vendors meeting the city's local supplier eligibility criteria.

The scope includes development of an annual legislative agenda, securing legislative sponsors for appropriations requests, direct representation before legislative committees, real-time bill tracking and analysis with platform access or direct query service, coalition building, monthly or weekly reporting depending on session status, and agency engagement on behalf of the Mayor and City Commission. Proposers must demonstrate experience with Florida state appropriations, existing relationships with state legislators and agencies, and prior local government clients in Florida.

The evaluation committee will meet November 16, 2026, followed by oral presentations December 9, 2026. The contract term is three years from the effective date, with an option for renewal for up to two additional one-year periods. No specific budget amount is disclosed; the city will determine fair and reasonable compensation through negotiations with the selected proposer, with billing on a monthly or quarterly basis.

The evaluation criteria allocate 60 points to qualifications and experience, 10 points each to appropriations strategy, value measurement, cost, and tracking and reporting, and 10 bonus points for local preference policy. Contractors must obtain General Liability insurance with $2 million general aggregate and $1 million per occurrence, Auto Liability at $1 million combined single limit, and Workers' Compensation with $100,000 per incident and $500,000 aggregate, with the City of Largo named as additional insured. The city reserves the right to reject any or all proposals and to terminate the contract if sufficient budgeted funds become unavailable. Award approval is targeted for January 5, 2027.
