PROJECT SPECIFIC INFORMATION

FOR

ADVACACY SERVICES

RFP # 27-P-874

Background

Largo is located in the heart of Central Pinellas County at the crossroads of the peninsula that separates Tampa Bay from the Gulf of Mexico. It is the fourth largest city in the most densely populated urban county in the State of Florida. Similar to many other metropolitan cities along Florida's coast, Largo has experienced aggressive suburban growth through much of the second half of the 20th Century and is located in the 18th largest Metropolitan Statistical Area in the United States. The city encompasses 17.6 square miles and boasts more than 48,000 housing units.

Largo city government consists of 13 departments and over 990 employees that serve the city's 82,000 residents and 4,500 businesses. Among these are a 90,000+ square foot public library and an award-winning Recreation, Parks, & Arts Department with facilities that include three recreation centers, two aquatic centers, an executive golf course, a performing arts center, an environmental education nature center, and 640 acres of park land.

Scope of Services

The City of Largo intends to retain the services of a firm that will work with City Administration, on behalf of the Mayor and City Commission, to address matters before the State of Florida Legislature, the Federal Legislature and/or other quasi-governmental entities. The selected firm will assist with the scope of services outlined below:

Strategy

• Assist the city in development and implementation of an annual legislative agenda, political engagement plan, and any associated key proposals or policy positions.

• Inform the City Manager and relevant points of contact of any potential conflicts of interest that may arise in the course of representing the city and any other local governments or or-ganizations.

• Develop a plan for off-session activities and coordinate with city staff.

Appropriations

• Provide direction to the City Manager, Mayor, City Commission, and staff in preparing annual state legislative appropriations requests.

• Pursue, at the request of the city, funding for municipal projects outside of the regular state legislative appropriations process. This may include funding opportunities from federal, state, local, or quasi-governmental entities.

• Assist the City, on an annual basis and in advance of each legislative session, in identifying, vetting, and prioritizing candidate state appropriations, member-project, and grant funding requests for the City's projects and programs.

• Prepare, or assist City staff in preparing, the narrative justification, budget documentation, and supporting materials required for each appropriations request submitted through the Legislature's online appropriations system.

• Secure a sponsor in both the Florida House of Representatives and the Florida Senate for each of the City's priority appropriations requests and work to secure placement of each re-quest in the relevant substantive and appropriations subcommittee bills.

Proposal #27-P-874 Page | 5

• Track the status of each of the City's appropriations requests through the subcommittee, full appropriations committee, budget conference, and final budget process, and provide the City with timely updates on funding prospects, line-item veto risk, and any action needed from the City.

• Advise the City on veto risk for funded projects and, where applicable, assist in developing and executing a veto-response or veto-override strategy.

• Identify and pursue, at the City's direction, applicable federal appropriations/community pro-ject funding requests and state or federal agency grant programs relevant to the City's priori-ties (e.g., transportation, environmental, economic development, housing, and public safety funding sources).

• Provide a written summary, following the conclusion of each legislative session, of the out-come of every appropriations and grant request pursued on the City's behalf, funded, ve-toed, or not funded and the dollar amount secured for each.

Legislative Advocacy

• Meet directly as necessary with state legislators regarding the city's appropriations requests and appear and testify before legislative committees as needed.

• Develop and maintain ongoing working relationships, on the City's behalf, with the City's lo-cal legislative delegation, relevant committee and subcommittee chairs, legislative leader-ship staff, and key executive-branch and state-agency contacts.

• Continuously track, analyze, and report on all filed bills, amendments, and committee substi-tutes relevant to the City's legislative agenda and to municipal home-rule authority generally, including proactively monitoring for and flagging state preemption of local authority.

• Draft, or assist City staff in drafting, proposed bill language, amendments, and talking points in support of or in opposition to legislation affecting the City, and coordinate with the City's sponsor(s) on strategy and timing.

• Provide the City with a prioritized “bills to watch” list at the start of each legislative session, updated as bills move through the process, identifying the City's position (support, oppose, monitor) on each.

• Identify and pursue coalition-building opportunities with the Florida League of Cities, Florida Association of Counties, the Pinellas County legislative delegation, neighboring municipali-ties, and other stakeholder organizations to advance the City's shared legislative priorities and increase the City's collective influence.

• Represent and advance the City's interests during interim committee weeks and other off-session legislative activity, not solely during the regular legislative session.

• Monitor and, at the City's direction, engage in state agency rulemaking and administrative proceedings that affect the City's interests, in addition to legislative advocacy.

• Advise City Administration and the Mayor on strategic timing, framing, and messaging for legislative asks, testimony, and advocacy visits to Tallahassee, including preparing City offi-cials and staff for meetings and testimony.

Communication & Meetings

In addition to the written reporting required under Tracking & Reporting below, the Consultant shall meet regularly, in person, by telephone, or by videoconference, with City Administration and the Mayor (or their designees) to review the status of the City's legislative agenda, ongoing advocacy activities, and pending matters, as follows:

• When the Florida Legislature is NOT in regular, special, or extended session: no less frequently than bi-weekly (every two weeks), unless the City has a scheduling conflict, in

Proposal #27-P-874 Page | 6 which case the meeting shall be rescheduled to the next mutually available date, but in no event more than thirty (30) days from the originally scheduled date.

• When the Florida Legislature IS in regular, special, or extended session: no less fre-quently than weekly.

• Annual legislative agenda meeting: At least one of the meetings required above in each calendar year, occurring prior to the convening of the next regular legislative session, shall be designated in advance to specifically address development of the City's annual legislative agenda described under Strategy above, with the Consultant providing a draft agenda and supporting analysis to City Administration and the Mayor for review prior to that meeting.

These meetings are in addition to, and not a substitute for, the written updates required below. The Consultant shall provide reasonable advance notice to schedule each meeting and shall accommodate the availability of City Administration and the Mayor.

Tracking & Reporting

• Provide written updates to the city no less than once per month during the interim and no less than once weekly during the legislative session on appropriations requests and other legislative matters of consequence to the city.

• Provide a formal end-of-session (regular, special, or extended) report to the city outlining specific advocacy activities conducted on behalf of the city and the resulting outcomes, in-cluding the dollar amount of appropriations, grants, and other funding secured for each suc-cessful request.

• Organize state and federal lobby registration and compliance reporting.

Legislative Tracking & Real-Time Information Access

At no additional cost to the City beyond the Agreement's compensation, the Consultant shall provide the City with real-time access to legislative and appropriations information, through one of the following options, at the Consultant's election:

• Option A — Platform Access: Provide the City with a user license or seat, for a minimum of two (2) designated City staff, on a professional legislative tracking and intelligence platform (e.g., LobbyTools, FastDemocracy, Quorum, FiscalNote, or an equivalent commercial ser-vice) providing, at minimum: (i) bill identification and keyword monitoring; (ii) real-time or daily alerts on bill status changes, committee action, and floor votes; (iii) an integrated House/Senate committee and floor calendar; (iv) vote history; and (v) legislative and staff contact information.

• Option B — Direct Query Service: If the Consultant does not provide direct platform ac-cess, the Consultant shall designate a staff contact who will respond to the City's ad hoc re-quests for legislative or appropriations information (e.g., a bill's current status, committee schedule, vote history, or amendment language) within one (1) business day, or the same business day during the legislative session, in substantially the same form and level of detail as would be available through a commercial legislative tracking platform.

Proposers shall state which option they will provide and, if proposing Option A, shall identify the specific platform, the number of City user seats included, and any limitations on access.
