About this opportunity

The West Virginia Division of Highways is requesting quotes for asphalt material, delivery, and labor services statewide under ARFQ 0803 DOT2700000013, with bids due October 1, 2026, at 10:30 a.m. EST. Addendum 02 was issued September 16, 2026, attaching vendor question responses; the technical question deadline has passed (September 10, 2026).

This is a multiple-award open-end master agreement with 116 line items spanning asphalt base courses (Base I and II), Superpave wearing courses in multiple sizes (25mm, 19mm, 12.5mm, 9.5mm, 4.75mm), shoulder stone placement, material hauling by vendor, laydown and installation labor tiered by tonnage, paving mobilization (daytime and nighttime), pavement milling and profiling, base and edge failure repairs, pothole repairs, specialty overlays (High Performance Thin Overlay, Ultra-Thin Asphalt Overlay, Void Reducing Asphalt Membrane), raised pavement marker installation and removal, fine milling, traffic maintenance, and off-season plant opening fees. All quantities are listed as zero; actual volumes will be determined through individual delivery orders during contract performance. All asphalt and stone materials must originate from West Virginia Division of Highways-approved sources per the Materials Control, Soils and Testing Division Approved Product Lists.

Vendors must submit four required documents with their bid: Attachment A (standard pricing page), Attachment B (mobilization pricing page organized by lump sum across all 55 West Virginia counties within ten districts), Attachment C (asphalt plant information form identifying all sourcing plants), and Attachment D (stone plant information form). Bids omitting any required attachment will be disqualified. Pricing must appear only on Attachments A and B; notations in wvOASIS commodity line descriptions will not be evaluated. Vendors may submit varied pricing by county if sourcing from multiple plants, requiring separate pricing page sets for each configuration.

Vendors must be registered with the West Virginia State Purchasing Division and compliant with the Secretary of State, Tax Department, Worker's Compensation, and Unemployment Insurance prior to award. All qualifying responsible vendors meeting mandatory requirements are eligible for award; project-specific selection is determined by lowest overall total cost per the District Engineer. Pricing is firm for the contract duration. Price adjustments apply monthly for asphalt cement binder and Fuel Oil No. 2 based on specified indices compared to September 2026 base prices. Liquidated damages for late delivery or deficient work range from $350 to $4,200 daily based on contract amount. Emergency work designated by the District Engineer is compensated at 1.5 times the bid price with 48-hour commencement required. Bids must be submitted via wvOASIS, hand delivery, mail, or fax to the Procurement Division at 1900 Kanawha Boulevard East, Charleston, WV 25305. Contact Jeromie F. Lanham at 304-720-7383 or jeromie.f.lanham@wv.gov.
