About this opportunity

The Central Contra Costa Transit Authority (County Connection) and the Livermore Amador Valley Transit Authority (LAVTA) are requesting proposals for ADA and non-ADA paratransit operations and maintenance services across their combined service areas, with proposals due October 30, 2026 at 2:00 p.m. and a pre-bid conference held September 24, 2026. County Connection will apply a 10% preference under California Labor Code Section 1072 to proposers committing to retain existing employees for at least 90 days.

The scope encompasses County Connection's LINK program (approximately 66,000 billable hours annually and 95,000 trips), Wheels Dial-A-Ride (approximately 19,000 billable hours and 28,000 trips), One-Seat Ride regional service (approximately 27,500 billable hours and 24,000 trips), Non-Emergency Medical Transportation (2,000 to 8,000 billable hours), Alamo Creek Shuttle (approximately 2,540 billable hours), emergency mitigation services, and call center and administrative support. The contractor must operate 60 cutaway vehicles and 3 minivans provided by the agencies and use the Trapeze PASS Version 21 scheduling system at the Atlantis yard facility. Proposers may subcontract up to 25–30% of LINK service and proportional Wheels Dial-A-Ride service, but must directly provide NEMT and Alamo Creek Shuttle services.

The contract term is three years (July 1, 2027 through June 30, 2030), replacing the incumbent Transdev contract expiring June 30, 2027. The cost proposal consists of fixed monthly fees by volume band (Base: 100,000–135,000 combined billable hours; Low: 88,000–99,999 hours; High: 135,001–165,000 hours), hourly rates by program, and reimbursement for fuel and other pass-through costs. Evaluation is weighted 30 points for understanding and approach to scope, 30 points for qualifications and experience of firm and key personnel, 30 points for cost reasonableness, and 10 points for the employee retention preference. The contract includes performance incentives and disincentives tied to 95% on-time performance, 1.8 registered riders per hour for LINK and Wheels Dial-A-Ride, and mechanical reliability standards. Proposers must comply with California Labor Code Sections 1070 et seq., Section 13(c) of the Federal Transit Act, and federal DBE regulations (currently under moratorium). Addendum 2, issued September 25, 2026, replaced the original Exhibit B cost proposal form with a revised version. Questions are due October 2 and October 16, 2026, with proposal evaluation conferences scheduled for the week of November 16, 2026, Notice of Intent to Award on January 20, 2027, and contract award on February 22, 2027.

Opportunity text

The Central Contra Costa Transit Authority (County Connection) and the Livermore Amador Valley Transit Authority (LAVTA) are requesting proposals from qualified firms to provide ADA and non-ADA paratransit services and related transportation operations throughout their combined service areas. County Connection has provided ADA complementary paratransit services since 1990 through its LINK program and currently administers services for County Connection, BART within central Contra Costa County, and LAVTA's Wheels Dial-A-Ride program, as well as several hybrid and special transportation services. This procurement builds on a successful regional pilot program in which County Connection extended its in-house and contracted paratransit resources to serve both agencies under a coordinated operating model. The resulting contract will be administered by County Connection, with service policy development and performance evaluation shared by both agencies. The current contract with Transdev expires June 30, 2027, and the successful proposer must assume all services effective July 1, 2027. The selected contractor will provide safe, efficient, effective, and innovative operations, including reservations, scheduling, dispatch, customer service, technology-enabled service delivery, and data-driven performance management. Proposers should demonstrate expertise in paratransit cost analysis, operational efficiency, and the design and implementation of innovative and accessible mobility solutions. Key objectives of this procurement include developing affordable and user-friendly technologies, increasing shared-ride efficiencies, expanding service availability throughout the combined service area, providing flexible cancellation and rebooking options, offering self-service trip management tools, reducing regional transfer wait times, reducing deadhead and other unproductive time and mileage, and developing partnerships with other transportation providers and sponsors. The successful proposer will be expected to continuously identify and implement opportunities to improve service quality, accessibility, efficiency, and regional mobility integration.
