About this file

This is a pre-bid presentation document for the ADA Paratransit Operations and Maintenance and Related Services procurement issued jointly by the Central Contra Costa Transit Authority (County Connection) and the Livermore Amador Valley Transit Authority (LAVTA). The solicitation seeks qualified firms to provide comprehensive ADA and non-ADA paratransit services across both agencies' combined service areas, including the LINK program, Wheels Dial-A-Ride, County Connection regional services, and special transportation programs. The scope encompasses dispatch and call center operations, scheduling, reservations, customer service, and technology-enabled service delivery. The contractor will operate 60 cutaway vehicles and 3 minivans provided by the agencies, utilize existing facilities at the Atlantis yard, and use Trapeze v.21 technology systems. The pre-bid meeting occurred on September 24, 2026. Question submission deadlines are October 2 and October 16, 2026, with responses posted October 9 and October 23, respectively. All proposals must be submitted by October 30, 2026, at 2:00 PM. Interviews are tentatively scheduled for November 16, 2026, with contract award expected February 22, 2027. The contract takes effect July 1, 2027, replacing the current Transdev contract that expires June 30, 2027.

Evaluation criteria focus on understanding and approach to the scope of services, qualifications and experience of the firm and key personnel, reasonableness of cost, and retention of current employees for at least 90 days, which qualifies for a 10 percent preference under California Labor Code Section 1072. Proposers must comply with Levine Act requirements, SAM registration, FTA regulations, DBE guidelines, and must disclose conflicts of interest. The cost proposal includes a workbook with base, low, and high volume bands for years one, two, and three, requiring detailed headcounts by position. Vendors must complete administrative exhibits including transmittal letters, company qualifications narratives, audited financial statements, two years of balance sheets, litigation disclosures, references, safety and training program documentation, maintenance and technology procedures, organizational charts, key personnel resumes and commitment statements, drug and alcohol compliance statements, and start-up and hand-off plans.
