About this file

This is a Cost Proposal Workbook for RFP No. 2027-PT-01, issued jointly by the Central Contra Costa Transit Authority (County Connection) and the Livermore Amador Valley Transit Authority (LAVTA), for ADA paratransit operations and maintenance services. The procurement encompasses multiple service programs: County Connection LINK (66,000 billable hours annually), Wheels Dial-A-Ride (19,000 billable hours), One-Seat Ride (27,500 billable hours), Non-Emergency Medical Transportation (2,000 to 8,000 billable hours across three years), Alamo Creek Shuttle (approximately 2,540 billable hours), plus emergency mitigation and special transportation services. The contract begins July 1, 2027, and continues through June 30, 2030, with a three-year base term. Proposers must submit fixed monthly fees by volume band, hourly rates per billable hour for each service program, and a one-time contract transition cost. Evaluation quantities are established at the Base band of 100,000 to 135,000 combined billable hours annually, with Low (88,000–99,999 hours) and High (135,001–165,000 hours) band options for pricing purposes only.

Proposers must complete the Cost Proposal Workbook with disclosure of subcontracting shares, deadhead treatment, fuel billing basis, and detailed cost build-ups in the Cost Detail tab demonstrating how fixed fees and hourly rates were derived from labor and non-labor expenses. The workbook requires reconciliation of cost detail to the Year 1 evaluated price within $500, with out-year escalators documented for Years 2 and 3. Fuel for County Connection and LAVTA-provided vehicles is treated as a pass-through cost reimbursed at actual expense with original invoices; proposers may identify additional pass-through items for approval. The evaluated price consists of the Base band monthly fixed fee multiplied by 12 months, plus hourly rates multiplied by evaluation hours for each service program, plus any one-time transition cost. Proposers must provide staffing plans showing headcount commitments at each volume band, including four key management positions and at least two road supervisors, and must certify that all rates include labor, materials, taxes, insurance, profit, overhead, and subcontractor costs except identified pass-through items. The incumbent contractor, Transdev, holds the current contract expiring June 30, 2027.

RFP No. 2027-PT-01 – Cost Proposal Workbook (Addendum No. 2) – READ ME
ABOUT THIS WORKBOOK
1. What this workbook is
• This workbook is the Cost Proposal for RFP No. 2027-PT-01. Each tab is part of the proposal.
– Exhibit B (Amended) is the signed summary page. Its values come from the other tabs.
– Year 1, Year 2, and Year 3 show the proposed fixed fees by volume band and the hourly rates for each contract year.
– Cost Detail shows the required disclosures, the Year 1 cost build-up, the allocation by program, the reconciliation, the out-year escalators, and the start-up detail.
• Each tab has a space for initials and a date. The signature on Exhibit B applies to the whole workbook.
2. How the tabs fit together
• The tabs work best in this order: Read Me, Cost Detail, Year 1, Year 2 and Year 3, Exhibit B.
• Cost Detail builds the Year 1 costs from the bottom up. Section 5 shows the monthly fixed fee and the average hourly rate that the build-up implies.
• The Year 1 tab holds the proposed fees and rates. The Base band fee flows to the rate table. The Year 1 evaluated price and the cost detail are expected to agree within $500.
• Year 2 and Year 3 hold the out-year fees and rates. Section 6 of Cost Detail explains the year-over-year changes.
• Exhibit B collects the linked values, the proposed pass-through items, and the signature.
3. Cell conventions
• Yellow cells are for Proposer entry. The yellow clears when a value is entered.
• Blue text is a Proposer entry. Black text is a calculation. Green text is a link from another tab; a green cell shows the value of the yellow cell it points to.
• Values can be numbers or formulas. The arithmetic is verified during evaluation.
4. Sheet protection
• The password for all tabs is "password" (all lowercase).
• The tabs are protected so that formulas and links are not changed by accident; the links to Exhibit B depend on the existing cells keeping their labels and positions. Protection does not limit what a Proposer can enter. While a tab is protected, only the yellow cells can be selected. Proposers can unprotect a tab to add rows or supporting calculations, or disregard the protection as they see fit.
5. How the cost proposal is evaluated
• The quantities on the Year tabs are evaluation quantities. They are not a guarantee, a minimum, or a maximum of volume.
• The evaluated price for each year is the Base band fee × 12, plus each hourly rate × its evaluation hours. Year 1 also includes the one-time transition amount.
• Cost proposals will be normalized to a common basis before scoring, using each Proposer's disclosed subcontracting share, deadhead and fuel treatment, and the FY2026 statistics below. This lets proposals with different delivery models be compared on total cost to the agencies.
• The Cost Detail tab is evaluated for completeness, reasonableness, and consistency with the technical proposal.
6. Billable hours, deadhead, and fuel
• Billable hours are revenue hours plus deadhead hours, as defined in Part 2. They do not include driver meal breaks, fueling, servicing, or maintenance testing.
• In FY2026, deadhead on prime-operated service was 22% to 27% of prime billable hours by program, and 25% overall. A planning assumption of up to about 25% is consistent with this experience. It is a guideline, not a requirement or a cap.
• Under the predecessor contract, deadhead on subcontracted service and subcontractor miles were not billable or reimbursable, and each subcontractor paid for its own fuel. The RFP does not fix the billing basis for subcontracted service under the new CONTRACT. Each Proposer states its proposed basis in Cost Detail Section 1 and can propose an alternative.
• Fuel for County Connection and LAVTA provided vehicles is a pass-through cost.

Source: County Connection service data query, FY2026. Billable hours and reimbursable (fuel) miles reflect the predecessor contract's billing rules: deadhead hours on subcontracted service were not billable, and no subcontractor miles were reimbursable. Figures are provided for information; Proposers should draw their own conclusions.

The Base band fee is evaluated; the Low and High band fees show how the fee changes with volume and are examined for reasonableness. The band is set annually from the adopted service plan, with a mid-year true-up if actual hours run more than 10% from projection; outside the bands either party may request renegotiation.
Addendum No. 2 restates the LINK, Wheels Dial-A-Ride, and One-Seat Ride quantities; the combined total (112,500 billable hours) is unchanged from the RFP as issued. Where Part 2 §2.1 cites different figures, this table governs.

Cost Detail

RFP No. 2027-PT-01 – Cost Detail: Required Disclosures, Year 1 Build-Up, and Out-Year Escalators
Complete all yellow cells. This tab explains how the Year 1 fixed fee and hourly rates were built; it is evaluated for completeness, reasonableness, and consistency with the technical proposal, and must reconcile to the Year 1 evaluated price. Sections 2–5 exclude fuel for agency-provided vehicles (pass-through) and the one-time transition / start-up amount (Section 7). Amounts are annual Year 1 dollars; Sections 2 and 3 show headcount and non-labor costs at each volume band; all other sections use the Base band.

Headcount at each band shows the staffing the Proposer commits to at that volume; driver counts may vary with billable hours, but management, supervision, dispatch/reservations, and support positions at each band should match the technical proposal. Part 2 §4 requires the four key management positions (full-time and dedicated unless otherwise approved) and at least 2 Road Supervisors. Wages are computed at the Base band: salaried = headcount × annual salary; hourly = headcount × hourly rate × annual paid hours (full-time is typically 2,080; the hours cell fills with 2,080 when Hourly is selected; overwrite it for part-time positions). Benefits and payroll taxes are entered as the annual dollar amount for the row; the percentage is calculated.

Include all one-time costs of transitioning every program under the CONTRACT (and NEMT, if launched before July 1, 2027). Costs that recur annually belong in Sections 2 and 3, not here. If no transition cost is proposed, leave this section blank and enter $0.00 on the Year 1 tab. The variance above should be zero.
