About this opportunity

The Colorado Department of Personnel & Administration is requesting proposals for comprehensive custodial services at Capitol Complex facilities across the Denver metropolitan area under RFP AAGA 2026-0280, with proposals due July 22, 2026. A mandatory site visit was held July 2, 2026 (advance registration was required by June 30); offerors who attended the previous RFP cycle are exempt. Service-Disabled Veteran Owned Small Businesses (SDVOSBs) are encouraged to participate and must provide certification from the U.S. Department of Veterans Affairs.

The scope encompasses 15 facilities including the State Capitol Building, state office buildings, parking structures, and satellite facilities in Lakewood. Services include nightly cleaning Monday through Friday starting 5:30 p.m., day porter services 7:00 a.m. to 4:00 p.m., and periodic floor stripping, waxing, sealing, and high-dusting. The contractor must provide all labor, supervision, equipment, tools, and consumable supplies; deploy a full-time on-site Project Manager available 24/7; maintain environmental sustainability standards compliant with LEED EB: O+M principles and Green Seal certifications; and conduct bi-weekly custodial inspections and quarterly building inspections with State representatives. All employees must pass Colorado Bureau of Investigation and/or State Patrol background checks and wear identification and uniforms.

The contract term is one year with four optional one-year renewal periods at the State's sole discretion. Pricing must be firm, fixed-price in U.S. dollars with all costs included; annual pricing for routine services is invoiced monthly, and periodic services are invoiced on a fee-per-service basis. The contractor is responsible for all costs associated with property damage, equipment replacement, and corrective cleaning if standards are not met.

Evaluation criteria are weighted as follows: Sustainability and Compliance—Quality of Green Cleaning (5%), Personnel and Management—Project Management and Staff Qualifications (15%), Operations and Methodology—Service Capabilities and Inspections/Quality Control (30%), Experience and Past Performance—History with Similar Size and Scope Projects (10%), and Cost (40%). The State reserves the right to award to multiple offerors. Offerors must be registered in Colorado and obtain a Certificate of Good Standing or Certificate of Existence within ten business days of a Notice of Intent to Award. Vendor inquiries were due July 8, 2026. The contract is contingent on continuing availability of Federal and State funds.
