About this opportunity

The Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration is requesting sealed bids for construction of a pre-engineered metal building vehicle maintenance facility and sand/salt storage building at Camp Grayling in Grayling, Michigan, with bids due August 12, 2026 at 2:00 p.m. Eastern time. A mandatory pre-bid conference and site walkthrough is scheduled for July 30, 2026 at 10:30 a.m. Eastern time at Camp Grayling Building 36, with prospective bidders required to register with Melissa Mead at MeadM4@michigan.gov by July 29, 2026. Service-disabled veteran-owned businesses (SDVOB) may claim a 10% pricing preference upon submission of proof of service-connected disability and business ownership; the State of Michigan does not pre-certify SDVOB businesses and does not accept federal CVE or SBA certifications.

The primary Building 8 is approximately 240 feet by 100 feet, featuring PEMB structural framing with metal wall and roof panels, split-face concrete masonry unit walls, a 3-hour fire-rated barrier, and integrated work bays, wash bay, cold storage, offices, and mechanical spaces. The scope includes site grading, utility connections (water line, sanitary and storm sewer, gas service), landscaping, paving, and building systems encompassing plumbing, HVAC, electrical, fire protection, and communications. Three bid alternates are offered: vehicle service equipment installation, concrete and asphalt apron expansion with additional mechanical building, and a separate salt/sand storage structure (approximately 63 feet by 34 feet). All work must comply with the Michigan Energy Code, ASHRAE Standard 90.1-2019, and the 2021 Michigan Building Code. The contractor assumes responsibility for utility location verification, demolition permitting, soil erosion control, and coordination with local utilities and Michigan EGLE.

Bid security of 5% of the base bid is required in the form of a certified check, money order, or bid bond. Bids must remain valid for 90 days after opening. The apparent low bidder must submit qualification materials including pre-award schedule, subcontractor list, questionnaire, and materials schedule within five calendar days of the owner's request. All bids must acknowledge receipt of Addendum 1. Written questions are due August 5, 2026 at 5:00 p.m. Eastern time, directed to Todd Ockaskis at tockaskis@paradigmae.com. All submissions must be electronic through SIGMA VSS; technical support is available at 517-284-0540 or sigma-procurement-helpdesk@michigan.gov.
