About this file

This Addendum 1 document modifies the original bidding documents for Camp Grayling Building 8, a construction project managed by the Michigan Department of Military and Veterans Affairs (DMVA) and designed by Paradigm Design for a facility located in Grayling, Michigan. The addendum provides clarifications and revisions to the project specifications and drawings, addressing 20 key changes across mechanical, electrical, plumbing, telecommunications, and building envelope systems. A mandatory pre-bid meeting was held on July 30, 2026, at 10:30 AM with attendance from representatives of DMVA, Paradigm Design, and prospective bidders. The project requires compliance with the Michigan Energy Code and ASHRAE Standard 90.1-2019, including comprehensive MEP systems commissioning and building envelope commissioning performed by qualified third parties. Critical clarifications addressed in this addendum include confirmation that all telecommunications cabling, termination, and testing shall be provided by the contractor through World Wide Technologies, the roof insulation system is TBS (not ThermaLiner), the lighting control system does NOT require integration into the BAS, and the project must comply with the Buy America Act. The contractor is responsible for snow removal during construction, site utilities coordination with Miss Dig and Mike Halcomb, all utility fees, and maintaining a superintendent on-site during working hours (7:00 AM to 5:00 PM).

The project specifications require the contractor to include all costs necessary for commissioning, functional performance testing, documentation, and reporting to achieve full Michigan Energy Code compliance, with failure to do so not relieving the contractor of obligations to provide a complete, code-compliant project at no additional cost to the owner. The owner will cover material testing costs but not mechanical test and balance expenses. All RFI responses must be directed to Paradigm Design (Todd Ockaskis at Paradigm Design), and clarifications requiring document changes will be issued via addendum. Bidders are required to acknowledge receipt of this addendum on the bid form; failure to do so may result in disqualification. No weapons are permitted on the base, and site access is subject to SESC permit issuance and speed limit compliance. Melissa Mead serves as the owner's field representative for construction oversight.
