The scope encompasses handheld scanning hardware (Android Enterprise preferred), mobile scanning applications, middleware for data integration, and implementation and support services. Hardware must be rugged enterprise-grade with a minimum three-year warranty and advanced exchange options. The solution must comply with North Carolina Department of Information Technology security standards, NIST 800-53 controls, and FIPS 140-2 or 140-3 validated cryptographic modules, with strict Entity-level data segregation.

Support Services must include defined SLAs: Severity 1 incidents require 1-hour response and 4-hour restore; Severity 2 incidents require 2-hour response and 8-hour restore.

This is an indefinite-quantity, agency-specific contract with undetermined purchase volume; the State reserves the right to make partial or multiple awards. The contract term is four years with two optional one-year extensions. Pricing must be itemized on the Cost Form with a proposed payment schedule tied to deliverable and milestone acceptance. Annual cost increases are capped at 5%. Travel costs must be included in pricing with no separate reimbursement.

Vendors must submit financial statements, security assessments (VRAR), architecture diagrams, and references demonstrating prior experience with concurrent multi-ERP implementations in higher education or public-sector environments. Best and Final Offers are due August 28, 2026, with contract award anticipated September 14, 2026.
