About this file
This is a bid addendum issued by the North Carolina Community College System for a fixed-asset inventory scanner solution serving the System Office and fifty-eight North Carolina Community Colleges. The addendum extends the bid opening date to August 3, 2026, at 2:00 PM EST. The solicitation (BID Number 50-2526017) seeks a comprehensive solution encompassing handheld scanning hardware with Android Enterprise preference, mobile scanning applications, middleware for data integration, and implementation and support services. Written questions were due July 1, 2026, while offers are due July 20, 2026. Oral presentations and demonstrations for finalist vendors are scheduled for August 3-7, 2026, with Best and Final Offers due August 28, 2026 and contract award anticipated September 14, 2026. The contract term is four years with two optional one-year extensions.
The solution must support concurrent dual-ERP operation across Ellucian Colleague and Ellucian Banner systems without requiring re-licensing, re-implementation, or re-configuration, and must address migration from existing Motorola MC55A scanners and legacy Mobile Asset Counter software. Hardware requirements include rugged enterprise-grade specifications with a minimum three-year warranty and advanced exchange options. Support services must meet defined Service Level Agreements with Severity 1 incidents requiring one-hour response and four-hour restoration, and Severity 2 incidents requiring two-hour response and eight-hour restoration. The solution must comply with North Carolina Department of Information Technology security standards, NIST 800-53 controls, and FIPS 140-2 or 140-3 validated cryptographic modules with strict entity-level data segregation. Vendors must submit financial statements, security assessments, architecture diagrams, and references demonstrating prior experience with concurrent multi-ERP implementations in higher education or public-sector environments. Pricing must be itemized on cost forms with payment schedules tied to deliverable and milestone acceptance, with annual cost increases capped at five percent. This is an indefinite-quantity, agency-specific contract with undetermined purchase volume; the state reserves the right to make partial or multiple awards.
