The scope encompasses land reclamation across approximately 9 acres, including clearing, unclassified excavation (16,600 cubic yards), installation of silt fence (6,430 linear feet), terraces (1,150 linear feet), erosion control blankets, riprap and limestone (1,315 tons and 595 tons respectively), corrugated polyethylene pipe (235 linear feet), stormwater detention pond construction, and final seeding and mulching across 9 acres permanent and 23 acres temporary. The contractor is awarded 60 workdays to complete all work beginning upon receipt of the purchase order and written notice to proceed. The bid is a combination lump sum and unit-price contract with a price cap of $385,000. Mobilization and stormwater erosion control management items are each capped at 15 percent of the total bid price.
Successful bidders must provide 100 percent performance and material/labor bonds, certificates of insurance meeting specified minimums including General Liability at $1,000,000 each occurrence and $2,000,000 aggregate, and must transfer the ADEM Small Mining General Permit into their name and maintain compliance through the post-construction period. The contractor bears responsibility for all permitting, environmental compliance, utility coordination, and property damage, and provides a 1-year warranty on earthwork. Liquidated damages range from $400 to $3,100 per workday for incomplete work. Payment is rendered for actual quantities as determined by the State, with mobilization split 60 percent initially and 40 percent upon earthwork completion. All successful bidders must submit required documentation within ten calendar days of written notification.
