About this opportunity
The City of Daytona Beach is requesting bids on Main Street Pier repairs—demolition of deteriorated concrete and wood components, reconstruction of decking and support structures, reinforcement of existing pilings, replacement of railing systems, and modification of electrical and plumbing systems—under IFB 2620ITB, with bids due August 27, 2026 at 2:00 p.m. and a non-mandatory pre-bid conference via Microsoft Teams on August 3, 2026 at 10:00 a.m. A local-vendor preference applies if a local bid is within 10% of the lowest responsive non-local bid. Bidders must hold an active Florida General Contractor (CGC) license for a minimum of three years at bid submission and provide documentation of similar projects.
The scope encompasses approximately 274 linear feet of pier structural work, including demolition and replacement of concrete and wooden deck components, repair or replacement of 28 existing pier pilings with 12-to-14-inch diameter wooden piles, installation of new 2×8 marine-grade pressure-treated decking, replacement of closed steel railing with open wooden railing, and installation of new plumbing (PVC below-deck, rigid copper Type L above-deck with Woodford Model 24P vacuum-breaker hose bibbs) and electrical systems (GFCI receptacles in stainless steel enclosures, photometric compliance at 1.8 footcandles average). Work must comply with Florida Building Code 2023, ACI standards, Florida Plumbing Code 2023, and National Electrical Code 2020. The contractor must verify existing site conditions through advance visits, maintain continuous pedestrian and restaurant delivery access to the pier during construction, and coordinate with existing fire protection systems. Construction is prohibited within marine turtle nesting habitat from May 1 through October 31 per Florida Department of Environmental Protection Permit VO-1651-M1.FO and U.S. Army Corps of Engineers Permit SAJ-2000-00644 (Nationwide Permit 3). The City has identified a city-owned lot north of Harvey Avenue for contractor use as a storage facility.
Contract time is 150 days to substantial completion and 30 days to final completion (180 days total) from Notice to Proceed. A bid bond equal to 10% of bid price is required. The successful bidder must furnish 100% Performance and Payment Bonds under Florida Statutes Section 255.05 and maintain workers' compensation, commercial general liability with combined single limits of $1 million per occurrence / $2 million aggregate, automobile liability, and watercraft protection and indemnity insurance of $1 million. All bids must be submitted online through https://procurement.opengov.com/portal/codb; no paper bids are accepted. Questions are due August 20, 2026 at 5:00 p.m. The City reserves the right to hold bids for up to 60 days from opening for review and contractor qualification investigation. Post-award requirements include submission of a signed contract and proof of insurance within 15 business days of award.
