About this opportunity

The City of Flowery Branch in Hall County, Georgia, has issued a Request for Qualifications (RFQ No. 26-001) for Professional Cleaning Services targeting various government-owned buildings and facilities. The procurement seeks qualified cleaning companies to provide comprehensive janitorial and custodial services for five specific locations: City Hall, Police Department, Planning Department/Department of Fun, Train Depot, and Wastewater Treatment Plant. Services are required twice per week, with contractors responsible for furnishing all necessary cleaning supplies, tools, and equipment while maintaining high cleanliness and sanitation standards. Bidders must demonstrate a minimum of three years of experience providing janitorial services for public agencies, have trained staff, conduct background checks, and maintain appropriate insurance and bonding. Key evaluation criteria include demonstrated experience, staff qualifications, background screening practices, references, and overall professionalism. The solicitation timeline includes a mandatory pre-bid meeting on August 12, 2025, at 10:00 a.m. EST, bid questions due by August 15, 2025, and final bid responses due on September 9, 2025, at 10:00 a.m. EST.

The contract is anticipated for Fiscal Year 2026, with the exact effective date to be determined. Bidders are required to provide monthly cleaning costs for each location based on square footage, with a detailed breakdown of carpet, sealed concrete, and wood/tile flooring. Additional annual services pricing is requested for carpet cleaning and floor stripping, waxing, and sealing. The City reserves the right to select the most responsive and responsible bid, suggesting there are no specific set-aside designations or restrictions on vendor types. Pricing will be a critical component of the evaluation, with bidders expected to submit comprehensive and competitive pricing strategies. While specific budget ranges are not explicitly stated, the RFQ suggests a multi-location, comprehensive cleaning services contract for the fiscal year. Contractors must also adhere to specific service guidelines, such as not disturbing papers or personal items on desks, conducting cleaning during business hours, and avoiding masking agents in favor of proper cleaning and disinfecting techniques.
