About this opportunity

The Michigan Department of Technology, Management and Budget (DTMB), Design and Construction Division, is requesting proposals for an Indefinite Scope Indefinite Delivery (ISID) contract to provide laboratory testing services to the Michigan Department of Environment, Great Lakes and Energy (EGLE), Remediation and Redevelopment Division, with proposals due November 12, 2026 at 2:00 p.m. Eastern Time. Questions are due October 19, 2026 at 2:00 p.m. Eastern Time; no mandatory pre-bid meeting is scheduled.

The scope encompasses professional contracted environmental laboratory testing and analysis on an as-needed basis when EGLE's internal Laboratory Services cannot accommodate the work. Services include metals analysis (EPA methods 6010, 200.7, 200.8, 6020), volatile and semi-volatile organic compounds (EPA 8260, 8270), pesticides (EPA 8081), polychlorinated biphenyls (EPA 8082), Per- and Polyfluoroalkyl Substances (PFAS) analysis (EPA 537.1, 533, 537 rev 1.1, ASTM D7979, 8327), and supplementary analyses including cleanup procedures, leaching procedures, chromium VI, mercury, cyanide, nitrogen forms, organic carbon, waste characterization, asbestos, explosives, dioxins and furans, and aquatic toxicology testing across aqueous, soil and sediment, oil, air, wipes, and biosolids matrices. All work must comply with federal standards from EPA, OSHA, and DOT, as well as Michigan regulations. The contracted laboratory must maintain 24/7 emergency contact capability, accept unannounced EGLE audits, participate in annual proficiency testing, hold samples for a minimum of 30 days post-analysis, and subcontract only through state-contracted or accredited providers.

The not-to-exceed contract value is $2 million across all assigned projects over an initial four-year term, with the state retaining sole discretion to extend. No guaranteed minimum volume or spending level applies. Compensation is per-sample cost-based. The incumbent firms—Eurofins Environmental Testing North Central, LLC; Fibertec, Inc.; and Merit Laboratories—are eligible to resubmit. Evaluation weights fifty percent on Technical Proposal (Business Organization 10%, Accreditations/Certificates 10%, Experience and Proficiency Testing 30%, Quality Assurance Project Plan 30%, Requested Services and Capacity 10%, Special Factors 10%) and fifty percent on Cost Proposal (Per Sample Cost 90%, Rush Turnaround Time Multiplier 10%). Award recommendations are expected within forty-five days of the deadline. Proposals must be submitted through SIGMA VSS; the Professional Questionnaire and Task Cost Sheets are required attachments.
