About this file

This is a Request for Proposals (RFP) issued by the Department of Technology, Management and Budget (DTMB), State Facilities Administration, Design and Construction Division, on behalf of the State of Michigan for professional laboratory testing services under a 2027 Indefinite Scope Indefinite Delivery (ISID) contract. The scope encompasses Phase 600 Laboratory Testing/Analytical Services to be provided at various locations throughout Michigan, with services to be delivered only when the Department of Environment, Great Lakes, and Energy Laboratory Services cannot provide them. Proposals are due by 2:00 p.m. Eastern Time on Thursday, November 12, 2026, and must be submitted electronically through the State of Michigan Procurement System (SIGMA VSS). The DTMB expects to issue a contract award recommendation within forty-five days following the proposal deadline. The resulting ISID contract will expire January 30, 2027, and firms with active ISID contracts are eligible to participate in MIDeal, a cooperative purchasing program available to local units of government, K-12 schools, state colleges and universities, and not-for-profit hospitals. Three incumbent firms—Eurofins Environmental Testing North Central, LLC; Fibertec, Inc.; and Merit Laboratories—whose current contracts expire January 30, 2027, are eligible to submit proposals if they wish to continue. Written questions must be submitted no later than Monday, October 19, 2026, at 2:00 p.m. Eastern Time.

Evaluation of proposals will be conducted by an Ad Hoc Advisory Committee based fifty percent on the Technical Proposal (Part I) and fifty percent on the Cost Proposal (Part II). Technical evaluation criteria include Business Organization (10%), Accreditations/Certificates (10%), Experience and Proficiency Testing (30%), Quality Assurance Project Plan (30%), Requested Services and Capacity (10%), and Special Factors (10%). Cost evaluation comprises Per Sample Cost (90%) and Rush Turn Around Time Cost Multiplier (10%). Bidders must complete the Professional Questionnaire and Task Cost Sheets provided in the RFP and must submit certifications regarding Michigan business status and responsibility. The State reserves the right to reject any or all proposals and is not liable for costs incurred prior to contract award. Firms awarded ISID contracts are not guaranteed any work assignments; rather, they may be contacted by a Project Director to provide specific proposals for particular projects as needed.
