About this file

This is a Project Statement for an Indefinite Scope Indefinite Delivery (ISID) contract issued by the Michigan Department of Technology, Management and Budget (DTMB) Design and Construction Division on behalf of the Department of Environmental, Great Lakes and Energy (EGLE). The contract seeks professional contracted laboratory services to support EGLE's Remediation and Redevelopment Division (RRD) in conducting environmental testing and analysis in accordance with federal and state environmental regulations. Services will be provided on an as-needed basis when EGLE's internal Laboratory Services cannot accommodate the work. The proposal due date is November 12, 2026, at 2:00 p.m. Eastern Time, with submissions required through the SIGMA VSS electronic portal. No mandatory walk-through inspection is scheduled, though bidders may coordinate optional meetings with the EGLE laboratory. Questions must be submitted via email to Sadi Rayyan (rayyans@michigan.gov) by October 19, 2026, at 2:00 p.m. Eastern Time. The project applies NIGP codes 92685 and 92693.

Proposals must include the total cost for all phases as the bid amount, with technical and cost proposals preferably combined into a single attachment not exceeding 25 megabytes. The schedule of work will be determined by EGLE RRD Laboratory Services based on contracted needs. All work must comply with federal standards administered by the EPA, OSHA, and DOT, as well as relevant Michigan state agency regulations including those from DCH, EGLE, DNR, and MIOSHA. The contract structure allows the state to request laboratory services at its discretion without guaranteed minimum volumes or spending levels, making this a flexible engagement model for environmental testing support across multiple Michigan facilities and projects.
