About this opportunity

The Indianapolis Airport Authority is soliciting proposals for pest control management consultant services across 16 facilities totaling approximately 1.5 million square feet, with proposals due September 21, 2026 at 2:00 p.m. through PlanetBids and a pre-bid meeting on September 8, 2026 at 11:30 a.m. at the Airport Terminal. A critical conflict-of-interest provision prohibits the selected consultant from submitting a proposal for the subsequent pest control management bid.

The scope encompasses Integrated Pest Management (IPM) across the Terminal Building, Customs Building, International Arrivals Building, Snow Removal Equipment Building, multiple firehouses, guard shacks, and regional airports at Hendricks County, Eagle Creek, Metro, and Regional locations. Services include rodent control (mice and rats), insect management (ants, roaches, spiders, fleas, bed bugs), wood-destroying organisms (termites), and wildlife control (bats and bees). The consultant must define estimated monthly time requirements at each location, provide expert treatment strategy recommendations emphasizing long-term prevention through exclusion and nontoxic methods, and assist in evaluating finalists for the subsequent pest control contract. Office hours are Monday through Friday, 8 a.m. to 5 p.m., and Saturday, 8 a.m. to 12 p.m., at 1727 S Franklin Road, Suite A, Indianapolis, Indiana.

Respondents must hold pest control licenses through the Purdue University Extension Service and Indiana State Chemist, and must provide professional liability insurance of at least $2 million, worker's compensation insurance, and bodily injury/property damage liability insurance ranging from $3 million to $10 million per occurrence. All participants must comply with E-Verify employment verification requirements. The contract term is three years with two optional two-year extensions. Written questions are due September 11, 2026 at 5:00 p.m. Site visits are required prior to submission. Respondents are encouraged to demonstrate workforce development, economic development contributions, and local participation strategies.
